The Party Central Committee has just issued an Action Program to concretize and effectively implement the Resolution of the 14th Party Congress.
The action program sets out important and strategic tasks, projects, works, and projects in the period 2026-2030, assigning specific and clear responsibilities, resources, progress and necessary conditions for implementation, as an important basis for all levels and sectors to perform according to their assigned functions, tasks, and powers, contributing to the successful completion of the goals set out by the XIV Congress.
In which, the Central Organization Committee is assigned to complete the function of advising, organizing the implementation of mass mobilization work, gathering and mobilizing the masses. Innovate and improve the management model of national media and press agencies, the Vietnam Academy of Social Sciences and the Vietnam Academy of Science and Technology. This task is assigned to be implemented in the fourth quarter of 2026 using budget resources.
Party agencies and units at the Central level, provincial and city Party committees, and Party committees directly under the Central Government are assigned to digitize documents, manage and use headquarters and assets effectively after organizational arrangement. This task is assigned to be implemented in June 2026 using budget resources.
The Central Organization Committee is also assigned to coordinate with relevant agencies to issue the Politburo's Regulations on managing the payroll of the political system in the direction of decentralizing payroll management to Party committees directly under the Central Government. This task is assigned to be implemented in 2026 using budget resources.
Currently, the civil servant payroll plan for the period 2026-2031 is being drafted by the Ministry of Home Affairs in coordination with the Central Organizing Committee, based on the proposed needs of ministries, branches, localities and the central directing document system.
In the draft content, the Ministry of Home Affairs proposes principles and plans to determine the staffing needs in the 2026 - 2031 period at commune-level administrative units based on the arrangement of civil servants according to the job structure, taking into account population criteria and specific factors such as mountainous and highland areas.
After the 2026-2031 payroll plan is approved by competent authorities, the locality will base on criteria including: job position and workload; level of modernization of equipment, working facilities and application of information technology; actual use of civil servant payroll in the previous period; population size; natural area; number of commune-level administrative units; characteristics of political security, social order and safety.
This is an important basis for assigning staff to ensure that it does not exceed the number assigned by the Central Government.
According to statistics at the end of 2025, the total staff of civil servants receiving state budget salaries in agencies and units of Hanoi city in 2026 includes 117,555 staff, of which the assigned staff quota is 117,061 targets; the reserve staff quota is 494 targets.
Hanoi City also noted that in the recruitment process, it is necessary to estimate the number of streamlined staff quotas at a rate of 20% for the 2026-2031 period.
While waiting for the Central Government to issue specific norms for civil servants, public employees and staff streamlining, Hai Phong City temporarily assigned 8,590 staff quotas for 2026 for agencies, units, and localities.
In Ha Tinh, in 2026, the number of staff positions assigned to cadres and civil servants is 4,982 positions. Of which, assigned to agencies and units: 4,009 positions (officially assigned: 3,996 positions; redundant assigned: 103 positions) and reserve 883 positions.
