On the morning of May 21, Party Central Committee member and Deputy Prime Minister Mai Van Chinh chaired a meeting with the Ministry of Ethnic Minorities and Religions on decentralization, delegation of authority, and division of authority in the field of ethnic, religious, and religious work when organizing local government at two levels.
Reporting at the meeting, the leaders of the Ministry of Ethnic Minorities and Religions said that after reviewing, the Ministry proposed to amend and supplement 16 legal documents to comply with the orientation of not organizing at the district level.
At the same time, the Ministry of Ethnic Minorities and Religions has presided over the development of a decree on decentralization and division of authority in the field of ethnic, religious and belief work when organizing local government at 2 levels.
The draft decree is consulted with relevant ministries, agencies, localities and posted on the Ministry's Electronic Information Portal. The Ministry of Ethnic Minorities and Religions has also sent a document requesting the Ministry of Justice to appraise the draft.
At the meeting, Deputy Prime Minister Mai Van Chinh requested the Ministry of Ethnic Minorities and Religions and relevant agencies to thoroughly grasp the direction of the Politburo and the Prime Minister in the process of reviewing, evaluating and determining the contents of decentralization.
In principle, decentralization and delegation of power must be clear, synchronous, and consistent with the model of organizing local government at 2 levels, avoiding overlap and omission of tasks, ensuring effectiveness and efficiency.
According to the Deputy Prime Minister, decentralization, delegation of authority, and division of authority must create new motivation for localities, giving grassroots levels the initiative to carry out ethnic, religious, and belief-based activities.
Ensure consistency and smoothness from the central to local levels, promptly and effectively resolving work.
In addition, the Ministry of Ethnic Minorities and Religions needs to continue reviewing the overall provisions of legal documents, implementing them in accordance with the requirements and purposes of developing decrees on decentralization, delegation of authority, and determination of authority associated with implementing the 2-level local government organization model.
The Deputy Prime Minister also assigned the Ministry of Ethnic Minorities and Religions to be responsible for the accuracy of the reviewed contents, ensuring complete, clear, feasible decentralization, urgent coordination with relevant ministries and branches to complete the development of decrees according to instructions, send them to the Ministry of Justice for appraisal, submit to the Government, ensure progress and quality.
