On the afternoon of May 20, Central Party Committee member, Deputy Prime Minister Mai Van Chinh chaired a meeting with the Ministry of Culture, Sports and Tourism on reviewing and drafting 2 decrees on decentralization, delegation of authority and determination of authority.
Deputy Prime Minister Mai Van Chinh highly appreciated the proactiveness and positivity of the Ministry of Culture, Sports and Tourism in thoroughly grasping and implementing the Politburo's policies and the Prime Minister's direction on reviewing tasks to decentralize decentralization and reduce administrative procedures.
The Deputy Prime Minister suggested that the Ministry continue to absorb comments to complete the report and draft decrees as required.
In order to ensure the state management organization, and at the same time promote the dynamic and creative spirit of the locality on the state management in the field of culture, sports, tourism, the Deputy Prime Minister proposed the Ministry of Culture, Sports and Tourism and relevant agencies to thoroughly grasp the direction of the Politburo and the Prime Minister in the process of reviewing, evaluating and identifying decentralized content.
According to the Deputy Prime Minister, in principle, decentralization of power must be clear, synchronous, and consistent with the local government organization model, avoiding overlap, ensuring effectiveness and efficiency.
Decentralization, delegation of authority, and authority determination must create new motivation for localities, giving grassroots levels the initiative to implement cultural, sports, and tourism activities.
Ensuring the unity from the central to local levels, people and communities are the center in enjoying the development of culture, sports and tourism.
The Deputy Prime Minister also noted the need to ensure effective state management, avoiding omission of tasks. Clearly stipulate the mechanism for inspection, supervision, summary and evaluation of effectiveness when implementing.
The Deputy Prime Minister assigned the Ministry of Culture, Sports and Tourism to be responsible for the accuracy of the reviewed contents, ensuring complete, clear decentralization, no omission, and at the same time ensuring feasibility.
Continue to review the contents and tasks of arising problems (if any), proactively issue guiding documents according to authority, especially the regulation of transitional contents, ensuring continuity, without interruption, and without affecting people and businesses.
