The National Assembly has passed the Law on Digital Transformation, this Law takes effect from July 1, 2026.
This law stipulates a chapter on digital economy and digital society. Accordingly, digital economy development is a key and breakthrough task in the country's socio-economic development strategy to promote rapid, sustainable, inclusive and efficient growth based on digital systems, digital platforms, digital technology and digital data.
At the same time, the Law also stipulates that the development of the digital economy must ensure requirements such as putting businesses at the center, promoting the application and development of digital technology.
Prioritize the development of digital systems, digital platforms, and digital ecosystems to serve the needs of domestic and international markets.
Associated with ensuring network security and protecting personal data; complying with the principles of digital transformation specified in this Law.
The State is responsible for creating a healthy competitive environment, promoting digital economic activities; managing risks and monitoring digital economic activities.
The law also stipulates policies on digital economic development for small and medium-sized enterprises, cooperatives, and business households.
Accordingly, the State implements financial support measures and other forms of support for small and medium-sized enterprises, cooperatives, and household businesses to transform digitally, participate in digital economic development activities, and contribute to the goal of rapid and sustainable growth.
Support is implemented according to the principles of publicity, transparency, and targeting the right people, in accordance with the needs and level of digital transformation of each organization and enterprise; ensuring focus, key points, and in accordance with resource balance capacity.
The Government details the content, criteria, conditions, and forms of support, in which priority is given to small and medium-sized enterprises, cooperatives, and business households that meet one of the criteria such as operating in ethnic minority areas, areas with difficult and extremely difficult socio-economic conditions, or operating in industries and fields prioritized for digital transformation.
The state management agency for digital transformation shall preside over and coordinate with ministries, ministerial-level agencies, government-attached agencies and provincial-level People's Committees to guide and organize support activities; periodically summarize, evaluate and report to the Government according to regulations.
