Reasonable behavior
On a day in July 2025, Bac Ninh Provincial Police said they had detained 3 out of 6 subjects related to the case of driving a motorbike without a license plate, carrying a weapon, and disturbing public order in Van Trung Industrial Park, Tien Phong Ward, Bac Ninh.
Previously, a video was circulated on Facebook recording the scene of 3 motorbikes without license plates weaving and swerving on the internal road of Van Trung Industrial Park. Notably, one of the subjects sitting behind the car also held a sword and danced along the road, endangering road users and causing chaos in the area.
Immediately after receiving the information, Quang Chau Police Station coordinated with the Criminal Police Department of Bac Ninh Provincial Police to urgently investigate and verify the identities of the subjects.

Initially, the driver of the white Honda Wave motorbike was identified as Quang Van Quy (born in 2009, residing in Pung Banh commune, Son La province).
The person sitting behind the sword was Vuong Dai Hiep (born in 2005, residing in Lien Cao village, Quang Trung commune, Bac Ninh province). Other subjects include: Le Vo Nhan (born in 2009, residing in Nghia Tho commune, Nghe An province); Duong Tuan Kiet (born in 2007), Hoang Tuan Anh (born in 2007), Truong Quoc Huy (born in 2006), all residing in Quang Trung commune, Bac Ninh province. In this group, Hoang Tuan Anh has a previous conviction.

The police determined that the cause of the incident stemmed from a conflict on social media with another group. Because they could not find their partner at the meeting place, this group of young men spread to many places, then filmed a reckless action clip to post on social media to "report" their praise.
At that time, Bac Ninh Provincial Police temporarily detained 3 subjects including Vuong Dai Hiep, Hoang Tuan Anh and Truong Quoc Huy for investigation and handling according to the provisions of law and continued to investigate and consolidate the records to handle the remaining subjects.
Since 2017, the Ministry of Public Security and the Vietnam General Confederation of Labor (VGCL) have signed Coordination Regulation No. 03/QC-BCA-TLDLD, laying the foundation for comprehensive coordination. After 5 years of implementation, this regulation has brought many outstanding results: Raising awareness and responsibility of cadres, soldiers, civil servants, public employees, and workers in protecting security and order; promptly resolving labor disputes, collective work stoppages; maintaining security and safety in industrial parks, export processing zones, and economic zones.

Based on that result, on April 25, 2023, the two sides continued to sign the new coordination regulations (No. 04/QCPH-BCA-TLDLDVN) emphasizing the tasks of: Strengthening and replicating advanced models and models in the movement "For National Security", "All people protect national security"; coordinating the fight against crimes in the field of labor and trade unions; preventing social evils; ensuring security and safety of trade union agencies at all levels.
Criminals identify workers as their "customers"
At the seminar "Strengthening coordination between the Trade Union organization and the People's Public Security Force in ensuring security and safety for workers" held in August 2025, Mr. Nguyen Dinh Khang - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor said that currently, the whole country has about 17 million workers, more than 8 million union members.
The team of workers is present in all important economic sectors, contributing 65% of the total domestic product, more than 70% to the state budget.
The country currently has nearly 7 million workers working in industrial parks and foreign enterprises. The large team of union members and workers is an important force that determines the socio-economic development of the country.
Therefore, ensuring security and safety for workers is considered an important task by the Vietnam General Confederation of Labor and the Ministry of Public Security and has been constantly coordinating to successfully complete this task in recent times.

Faced with the new requirements, ensuring security and safety for workers poses a higher requirement. Many types of criminals have penetrated industrial parks, export processing zones, and workers' residences to operate, seriously affecting security and order in the area and threatening the peaceful life of workers.
"Traditional crimes such as drugs, prostitution, gambling... often identify workers as their "customers".
The situation of crimes and law violations related to "black credit" activities and fraudulent property appropriation activities occurred in many localities, affecting security and order with very sophisticated and complicated tricks" - Mr. Nguyen Dinh Khang stated the reality.
Creating a solid foundation for worker security issues
According to the President of the Vietnam General Confederation of Labor, entering the period of international integration, especially when Vietnam participates in new-generation free trade agreements, according to the commitment that Vietnam will have to allow the establishment of labor organizations at enterprises, but not under the Vietnam General Confederation of Labor, along with grassroots trade unions of the Trade Union organization.
This is a sensitive, unprecedented issue, not only directly affecting the organization and operation of the Vietnam Trade Union, but also posing potential risks to political security, social order and safety.
Such new regulations have the risk of crime arising, which is that hostile forces and reactionary forces take advantage of the permission to establish an organization of workers in enterprises to attract workers is a high risk, the risk of workers participating in assisting this new crime is not small.
According to the President of the Vietnam General Confederation of Labor, the development of information technology and social networks has fundamentally changed the way people receive and share information, most workers have smartphones. This creates conditions for hostile forces to approach workers through social networks to focus on luring and attracting workers.
To strengthen coordination between the People's Public Security force and trade unions in ensuring security and safety for workers, at the seminar, Mr. Nguyen Dinh Khang suggested that delegates should focus, discuss and discuss the following contents: Some new requirements for the issue of coordination between the two sides to suit the domestic situation after the arrangement and streamlining of the apparatus at both the central and local levels; how to overcome the shortcomings in the recent past, especially the situation of ineffective formal and coordinated cooperation.
The issue of worker security has been directed to be implemented in sectors and localities: results, advantages and difficulties. In particular, the coordination between the two sides needs to focus more on what contents to innovate and achieve higher efficiency, proactively maintaining stability in the context of our country entering the operation of local governments at two levels.
Forecasting, proactively grasping and exchanging between the two sides (police and trade unions) to promptly handle information about labor relations and workers' security; at the same time, continuing to promote the movement "All people protect national security", creating a solid foundation for the issue of workers' security.
