Salary ranking for people with military ranks and ranks of the army and police from March 1st

Regulations on salary ranking for salary earners according to military ranks and ranks belonging to the armed forces are implemented according to Circular No. 79/2005/TT-BNV.

The Ministry of Home Affairs has just issued guidelines on salary ranking for people recruited into civil servants who have worked for a period with compulsory social insurance contributions, applicable from March 1, 2026. The noteworthy content is the regulation on salary ranking for people receiving salaries according to military ranks and ranks belonging to the armed forces.

Officers and non-commissioned officers of the armed forces ranked with military ranks and ranks and people working in cipher work ranked with cipher ranks or professional soldiers, police technical officers and cipher workers ranked with cipher technical professional salaries when recruited into civil servant positions, the salary ranking into the corresponding civil servant rank according to the job position being recruited shall be implemented according to the guidance in Circular No. 79/2005/TT-BNV.

Clause 6, Clause 7 Section III of Circular No. 79/2005/TT-BNV dated August 10, 2005 stipulates that officers and non-commissioned officers of the armed forces ranked at military ranks and people working in cipher work ranked at cipher ranks are transferred to work in state agencies and state-owned non-business units.

In which, the current rank salary coefficient is transferred to the salary coefficient of the rank and grade of civil servants and public employees appointed from the date of transfer.

In case according to the newly assigned job position and having sufficient professional standards of the civil servant and public employee rank, based on the current rank salary coefficient transferred to the salary coefficient in the rank assigned according to the following table:

In case according to the newly assigned job position and according to professional standards of the civil servant and public employee ranks, if they are appointed to the same type of civil servant and public employee rank but in group 2 or group 3 or are appointed to a civil servant and public employee rank lower than the civil servant and public employee rank recorded in column 2 of this ranking table, they are ranked in the salary coefficient equal to or closest to the salary coefficient in the assigned rank compared to the salary coefficient recorded in column 4 of this ranking table.

The time for considering salary grade promotion next time or considering enjoying seniority allowance beyond the frame (if any) in the assigned rank is calculated from the date of ranking the rank salary coefficient being enjoyed when transferring to another job.

When transferring to another job, the reserve difference coefficient according to the provisions of law when transferring to another job is determined by the difference between the rank salary coefficient being enjoyed when transferring to another job and the salary coefficient plus seniority allowance exceeding the frame (if any) transferred to the rank of civil servants and public employees who are appointed.

The reserve difference coefficient is entitled to at least 18 months from the date of transfer; the continued enjoyment of reserve benefits outside the 18-month period is considered and decided by the head of the agency with the authority to manage cadres, civil servants, and public employees to be consistent with the internal salary correspondence.

Transferring the professional and technical salary coefficient currently enjoyed to the salary coefficient of the rank and grade of civil servants and public employees appointed from the date of transfer according to the following 2 steps:

Step 1: Based on the current professional and technical salary coefficient, deduct the higher salary difference between the salary of the professional and technical title and the salary of civil servants and public employees according to the following table:

Step 2: Based on the salary coefficient result of the above-mentioned deduction, perform the transfer to the rank with the salary coefficient equal to or higher than the nearest in the assigned rank.
