On February 7, the Politburo and the Secretariat organized a national conference to study, study, thoroughly grasp and implement the Resolution of the 14th Party Congress.
In the afternoon working session, General Luong Tam Quang - Member of the Politburo, Minister of Public Security - reported on the topic: "New thinking and awareness about national security".
General Luong Tam Quang said that in the context of the external and internal situation increasing challenges to the cause of building and protecting the socialist Fatherland, the 14th Party Congress for the first time officially established the viewpoint of comprehensive security, placing security throughout all fields of national development.
National security in the new period is not only border and territorial security, but also regime security, ruling security, cultural and ideological security, economic security, financial security, data security, and environmental security.
In which, regime security and ruling security are important, protecting the leadership and ruling role of the Communist Party of Vietnam, the socialist regime, ensuring the correct and successful implementation of the Party's strategic guidelines and goals; with higher requirements for protecting strategic-level cadres.
Cultural and ideological security is particularly important to create high ideological unity in the entire Party, people, and army determined to act to implement the Party's strategic guidelines.
Economic security, energy security, environmental security, water security, and food security are the foundation; network security and data security are central and prerequisites for maintaining the strength and survival of the nation.
Focusing on building the network security wall, the ecosystem of Vietnamese network security products and services, mastering core technology, creating a foundation for science and technology, innovation and digital transformation to truly be the central driving force of the new growth model.
Human security is the goal, along with building a society of order, discipline, safety, health, ensuring people are happy and safe; strengthening security assurance in emerging fields (biological security, nuclear security, transmission security, fiber optic cables, satellite security and space security, low-altitude space economic security, underground space security... ).
Strategic security autonomy is a new awareness and thinking expressed throughout the Documents of the 14th Party Congress. To implement strategic security autonomy, our Party requires 5 pillars, including proactively identifying, preventing, and repelling security risks and dangers early and far away... Taking development for stability, stability for rapid and sustainable development is the "red thread" throughout national security thinking in the new era.
In addition to continuing to emphasize "building a society of order, discipline, safety, and health", the Party identified: "building a society of discipline, health, civilization, security, social security, safety, and development", supplementing the issues of "civilization, social security, and development"; and at the same time requesting "Striving to drastically reduce crime, towards building a society without crime, without accidents, social evils, without negativity; truly civilized and happy". These are very new and very high requirements, for the peaceful and happy life of the people.
Along with building the People's Police force, our Party requires "Building a strong force to participate in protecting security and order at the grassroots level", truly being the "extended arm" of the Police force in protecting and serving the people.
At the same time, the 14th Party Congress for the first time established the position and role of "former people's police officers" and emphasized "Promoting the role of former people's police officers in educating patriotism and revolutionary heroism to the younger generation, promoting the nature and tradition of "revolutionary police officers".
