Presenting the thematic report "Program of action to implement the Resolution of the 14th National Party Congress", Prime Minister Pham Minh Chinh emphasized that the action program is of great significance, is an innovative approach, both strategic and comprehensive, and specific, close to reality, time-saving, and feasible, contributing to bringing the Resolution of the 14th National Congress into practice soon, promoting effectiveness in all fields so that people can quickly enjoy the achievements.
The Head of Government emphasized the motto of implementing the task of strongly shifting from saying to doing, shifting from awareness to action; thoroughly overcoming the situation of saying a lot and doing little, saying well but doing poorly, saying not going hand in hand with doing; contributing to gradually ending the bureaucratic, formalistic working style, far from the people, far from reality.
Regarding the core content of the action program, the Prime Minister clearly stated the need to continue to build and synchronously complete institutions for rapid and sustainable development of the country. Institutions are clearly defined as breakthroughs of breakthroughs, going ahead to pave the way, transforming the state from centralized management to creating development and serving to become a national competitive advantage.
Right in 2026, 18 laws must be completed and many important tasks are being urgently implemented.
The Prime Minister also said that the establishment of a new growth model, restructuring the economy, promoting industrialization and modernization; taking science and technology, innovation and digital transformation as the main driving forces.
Strongly and comprehensively develop Vietnamese culture and people. Build a number of cultural and sports projects of international stature. Recently, our country has started construction of a series of modern cultural and sports projects in Hanoi, Ho Chi Minh City, Hung Yen... such as a stadium with a scale of 100,000 seats to aim for international integration in cultural and sports activities.
Build a modern national education system, on par with the region and the world. All people must have equal access to modern education, comprehensively improve the quality of education and training at all levels, contributing to improving labor productivity.
The construction of 248 schools in border communes is a fair approach for remote and isolated areas to education. In 2025, 100 schools have been built, and the plan for 2026 is to start construction of the remaining 148 schools in one day.
Focus on taking care of people's health on the basis of digital data in real time, building electronic health records. Develop labor and employment policies to adapt to the problem of population aging.
Pay attention to environmental pollution prevention; fundamentally handle air pollution in major cities. Proactively prevent and combat natural disasters, adapt to climate change, especially drought, saltwater intrusion, riverbank and coastal erosion, and storms and floods, landslides.
Strengthen national defense and security; build a revolutionary, regular, elite, and modern People's Army and People's Police. These are pillars and foundations for rapid and sustainable national development.
Focus on building and consolidating national defense, the all-people national defense posture and the people's security posture, associated with building a solid people's heart posture; not to be passive or surprised in any situation. Invest adequately, have appropriate mechanisms to mobilize all legitimate resources for national defense and security.
Developing the defense and security industry in a proactive, self-reliant, self-strengthening, dual-use, modern direction and developing defense trade.
National defense is ultimately for use to protect the country. If we can develop with the spirit of science and technology, innovation, then we have the right to think about producing products that can be commercialized," the Prime Minister said.
