Vice Chairman of the National Assembly Nguyen Doan Anh assessed that the fourth session of the 19th Provincial People's Council is of great significance, aiming to consider the results of socio-economic, defense, security, and foreign affairs tasks in the first 6 months of the year; decide on tasks and solutions for the last 6 months of 2026 and concretize the major policies of the Central Government into local practice.
According to the Vice Chairman of the National Assembly, in the context of the world situation continuing to become complicated, Thanh Hoa still maintains its role as one of the growth poles of the country.
The growth rate of gross regional domestic product in the province in the first 6 months of the year is estimated at 7.21%. State budget revenue reached over 34,000 billion VND, equal to 66.2% of the estimate and up 15.7% over the same period. The disbursement rate of public investment capital reached 43.1% of the plan, ranking 9th out of 34 provinces and cities.
The fields of industry, services, tourism, exports, new rural construction, social security, defense, security and foreign affairs continue to achieve positive results.
The Vice Chairman of the National Assembly also acknowledged that the work of arranging the two-level local government, arranging villages, hamlets, and residential groups of Thanh Hoa has basically achieved the set goals and requirements, creating a foundation for the development process in the new stage.
Referring to the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term, Mr. Nguyen Doan Anh said that the voter turnout rate in Thanh Hoa reached over 99%, the highest ever and belonging to the group of 10 localities with the highest voter turnout rate in the country. Thanh Hoa Provincial People's Council of the 19th term has elected enough 85 deputies, ensuring the structure and composition according to regulations.
On behalf of the National Assembly Standing Committee, the Vice Chairman of the National Assembly praised the results achieved by the Party Committee, government, armed forces, business community and people of Thanh Hoa province.
However, to complete the growth target of 11% or more in 2026, Mr. Nguyen Doan Anh emphasized that Thanh Hoa must "make even greater efforts, act more drastically" in the last 6 months of the year.
The Vice Chairman of the National Assembly requested Thanh Hoa to urgently review and adjust the growth scenario close to reality; focus on clearing bottlenecks and mobilizing maximum resources for development.
The results of implementing growth targets, budget revenue, project progress and disbursement of public investment capital must become the basis for evaluating the leadership and management capacity of organizations and individuals, especially heads.
Regarding the contents discussed and decided by the Provincial People's Council at the session, Mr. Nguyen Doan Anh emphasized the requirement: "If it is discussed, it must be understood, if it is decided, it must be done actively, if it is done, it must benefit the country and the people.
One content that the Vice Chairman of the National Assembly especially noted is to innovate the supervision activities of the People's Councils in the direction of choosing the right issues and supervising to the end.
In the context of promoting decentralization and delegation of power according to the motto "local decision, local action, local responsibility"; shifting from pre-inspection to post-inspection, supervision must also shift from process control to output control.
Accordingly, the Provincial People's Council and People's Councils of communes and wards need to combine periodic supervision with regular supervision; implement supervision in parallel with the implementation process.
The Vice Chairman of the National Assembly requested the National Assembly Delegation, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province and levels and sectors of Thanh Hoa to actively contribute opinions, especially for draft laws that have a direct impact on the locality and people's lives.
Concluding his speech, the Vice Chairman of the National Assembly expressed his belief that, with revolutionary tradition, solidarity and the companionship of the Central Government, Thanh Hoa will continue to develop rapidly and sustainably, affirming its role as an important growth pole in the North of the Fatherland.
On the occasion of the 79th anniversary of War Invalids and Martyrs' Day, National Assembly Vice Chairman Nguyen Doan Anh also expressed his deep gratitude to heroic martyrs, Vietnamese Heroic Mothers, wounded soldiers, sick soldiers, families of martyrs and people with meritorious services to the revolution.
