Attending the meeting were representatives of the Government Office, the Ministry of Finance, the Ministry of Construction, members of Working Group No. 7, and leaders of Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh and Quang Tri provinces.
At the meeting, leaders of the 5 provinces reported briefly on the socio-economic, defense and security situation in the first 7 months of 2025; production, business, import-export situation; infrastructure construction, social housing; implementation of national target programs; disbursement of public investment capital and implementation of the 2-level local government model.

Through listening to reports and recommendations from localities, members of the Government's Working Group No. 7 suggested solutions to effectively implement the two-level local government model; promote production and business, import-export, build infrastructure, promote growth, accelerate public investment disbursement; develop infrastructure and social housing; implement national target programs.
Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung highly appreciated the efforts of the 5 provinces when in the first 7 months of 2025, many positive, remarkable and comprehensive results were achieved in all fields.
The Deputy Prime Minister requested localities to continue to be determined, make great efforts, take drastic actions, and focus on directing the timely and effective resolution of legitimate issues and recommendations of people and businesses.

For recommendations from localities, the Ministry of Finance is assigned to coordinate with the Government Office and relevant ministries and branches to synthesize and report to the Prime Minister to assign relevant ministries and agencies to study and provide specific and final guidance on solutions.
