Plan to arrange and streamline press agencies under the Government

Minister of Home Affairs Pham Thi Thanh Tra said the plan to rearrange press agencies was proposed by the Government in accordance with the Central Government's direction.

According to VNA, thoroughly grasping the orientation of the Government's organizational arrangement and streamlining as required by the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW and the Politburo, the Government's Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW has developed a plan to arrange and streamline the Government's organizational arrangement, including press agencies under the Government.

Accordingly, the operations of People's Television, National Assembly Television, News Agency Television, VOV Television, VTC Television will be terminated, related functions and tasks will be transferred to Vietnam Television and a project will be developed to restructure Vietnam Television.

The Government assigned Vietnam Television to proactively develop a Project to take over the functions, tasks and restructure People's Television, National Assembly Television, News Agency Television, VOV Television, VTC Television, to arrange, restructure and drastically reduce the internal organization, ensuring good performance of the tasks of the national television station, with appropriate specialized channels.

Vietnam News Agency and Voice of Vietnam proactively develop plans, implement arrangements, streamline, and drastically reduce internal organizational units and staff; focus on building Vietnam News Agency as a national news agency, Voice of Vietnam as a national radio station, focusing on print, electronic, and spoken newspapers (VOV) to carry out political tasks, with the State budget ensuring regular expenditure for activities.

Regarding the plan to arrange public service units under the organizational structure of ministries and ministerial-level agencies, the Minister of Home Affairs said that only a maximum of 5 public service units will be maintained to perform state management functions (including: Institutes; magazines; newspapers; information centers; schools for training and fostering cadres, civil servants, and public employees);

At the same time, arrange the internal organization of public service units, ensure streamlining and meet the criteria for establishing organizations according to regulations. In particular, for institutes, arrange and reorganize in the direction of reducing focal points on the basis of implementing the principle of one public service unit providing many public service services of the same type according to the requirements of Resolution No. 19-NQ/TW and in accordance with the planning of the network of public science and technology organizations.

For newspapers and magazines, ministries and ministerial-level agencies shall implement a rearrangement plan, ensuring that each ministry or ministerial-level agency shall have only one press agency (including: printed newspapers, electronic newspapers and electronic information portals of ministries and branches) and one specialized scientific journal (only maintained for prestigious scientific journals in the world and in the country).

In the process of rearranging ministries, in case there are two or more newspapers that are self-sufficient in regular expenditure, the immediate plan will be to maintain and implement the rearrangement roadmap in accordance with the planning of the press agency network according to the decision of the competent authority.
