The Hanoi People's Committee has just sent a document to the People's Committees of districts, towns and cities on the plan to reorganize the city's commune-level administrative units.
According to this plan, the new administrative unit with the largest population is Hong Ha ward with 126,062 people.
Hong Ha ward has a natural area of 16.61km2. Hong Ha ward is expected to be formed from the merger of all or part of the area from many wards outside the dike in 5 districts.
Accordingly, the administrative boundaries of the ward include the entire natural area and the population of Chuong Duong and Phuc Tan wards (Hoan Kiem district); Most of the natural and population areas of Nhat Tan, Tu Lien and Yen Phu wards (Tay Ho district); Most of the natural area and population of Bach Dang and Thanh Luong wards (Hai Ba Trung district); Part of the natural and population area of Phu Thuong and Quang An wards (Tay Ho district); Part of the natural area and population of Ngoc Thuy and Bo De wards (Long Bien district).

The new administrative unit with the least population is Minh Chau commune with more than 6,639 people.
Minh Chau commune has a natural area of 9.94km2. Administrative boundaries include the entire area and population of Minh Chau commune (Ba Vi); part of the natural area of Chu Minh commune, Tay Dang town (Ba Vi).

As planned, by April 21, the People's Committee of the commune must complete the people's opinion. The People's Committee of the district summarizes people's opinions in the area and approved the policy of implementing the plan of arranging administrative units at the commune level to summarize the results of reporting to the Hanoi People's Committee before April 26.
The City People's Committee has completed the dossier to submit to the City People's Council for approval of the policy of arranging new grassroots administrative units, expected to be completed on April 29.
The Hanoi People's Committee will then synthesize and complete the project and dossier to submit to the Government and the National Assembly Standing Committee according to regulations, to be completed before May 1.
