The Hanoi People's Committee has just sent a document to the People's Committees of districts, towns and cities on the plan to reorganize the city's commune-level administrative units to collect public opinions and organize People's Council meetings at all levels.
Hanoi currently has a total area of 3,359.84km2, including 30 district-level administrative units (12 districts, 1 town and 17 districts), 526 commune-level administrative units (160 wards, 21 towns and 345 communes); the permanent and temporary population is about more than 8.5 million people.
The city plans to reduce from 526 communes and wards to 126 communes and wards (including 73 communes and 53 wards, a reduction of 76%).
It is expected that after the arrangement, Cua Nam ward will be the newest administrative unit with the largest area.
Cua Nam ward has a natural area of 1.65km2. Population of 65,667 people.
Administrative boundaries include the entire area and population of Tran Hung Dao, Hang Bai, Phan Chu Trinh wards (Hoan Kiem); most of the natural area and population of Cua Nam ward (Hoan Kiem); part of the natural area and population of Hang Bong, Hang Trong, Trang Tien wards (Hoan Kiem) and Pham Dinh Ho, Nguyen Du wards (Hai Ba Trung).
Border of administrative units of Cua Nam ward: The East borders Hong Ha grassroots administrative unit (border goes along Ring Road 1); the West borders Van Mieu - Quoc Tu Giam, Ba Dinh grassroots administrative units (border goes along Le Duan - railway line); the South borders Hai Ba Trung grassroots administrative unit (border goes along Tran Hung Dao street - Han Thuyen street - Le Van Huu street - Nguyen Du street); the North borders Hoan Kiem grassroots administrative unit (border goes along Trang Tien street - Trang Thi street - Dien Bien Phu street).

Meanwhile, Ba Vi commune is the new unit with the largest area with 81.29km2. Population of 39,955 people.
The administrative boundaries of Ba Vi commune include the entire area and population of Ba Vi and Khanh Thuong communes (Ba Vi); most of the natural area and population of Minh Quang commune (Ba Vi).
The boundary of the administrative unit of Ba Vi commune: The East is adjacent to Yen Bai base administrative unit (following the current boundary of the commune level); The West is adjacent to Phu Tho provinces (following the current boundaries of the province); The South is adjacent to Hoa Binh province (following the current boundary of the province); The North is adjacent to the administrative unit of Suoi Hai and Cam Da grassroots level (following the boundaries of the commune and the roads).

As planned, by April 21, the People's Committee of the commune must complete the people's opinion. The People's Committee of the district summarizes people's opinions in the area and approved the policy of implementing the plan of arranging administrative units at the commune level to summarize the results of reporting to the Hanoi People's Committee before April 26.
The City People's Committee has completed the dossier to submit to the City People's Council for approval of the policy of arranging new grassroots administrative units, expected to be completed on April 29.
The Hanoi People's Committee will then synthesize and complete the project and dossier to submit to the Government and the National Assembly Standing Committee according to regulations, to be completed before May 1.
