Deputy Prime Minister Pham Thi Thanh Tra visited each workplace to visit and encourage the staff and civil servants, and at the same time directly learned about the operational situation of each department and each field.
According to the People's Committee of Hai Chau Ward, the organizational apparatus of the ward has been consolidated, operated stably and met the requirements of state management in the locality. As of November 15, the ward has a total of 98 cadres and civil servants (a decrease of 8 people compared to the beginning of July); 45 cadres of the Public Service Supply Center; 1,233 cadres, civil servants, public employees and workers in the education sector along with 332 heads of residential groups participating in activities in the area.
The team of cadres, civil servants and public employees is arranged in a streamlined direction, avoiding overlapping tasks. The specialized departments have established clear assignment boards, ensuring that each position has a specific leader. Over 90% of cadres have been arranged in the right job positions according to the requirements of quality and structure.
However, some departments still lack in-depth professional personnel, especially in the field of information technology. Currently, the ward has to recruit students to support the implementation of some tasks at the Ward People's Committee.
The ward's Public Administration Service Center currently has 16 working counters, with 23 officers, civil servants and workers participating in receiving and processing documents.
In the period from July 1 to November 16, the center received 19,000 records, including 16,050 online records and 2,950 records submitted directly or via public postal service. There have been 18,802 records resolved; of which 18,671 records were processed ahead of schedule, 36 records were on time and 95 records were overdue. The rate of before and on time reached 99%; the rate of online records reached 85% and online payments reached 80%.
The People's Committee of Hai Chau Ward recommended that the Ministry of Home Affairs advise the Government to maintain the payroll of ward-level civil servants in the 2026-2030 period, not applying strict streamlining according to the ratio; at the same time, it proposed to add payroll to wards with large population and high workload. The ward also hopes to soon have a plan to adjust the separation of specialized departments to better suit reality.
In addition, the ward proposed that competent authorities study and simplify information fields when people submit documents online on the National Public Service Portal in the field of civil status, thereby increasing the rate of online public service use.
Directing at the inspection, the Deputy Prime Minister paid special attention to difficulties and problems arising in the process of implementing administrative processes and procedures. Since then, the Deputy Prime Minister has issued orientations and solutions to improve work efficiency, promote administrative reform to serve people and businesses in the fastest and most convenient way.
Regarding the two-level local government model in Hai Chau ward, the Deputy Prime Minister acknowledged and highly appreciated the results of the ward's activities and the highest efforts, proactiveness and determination of cadres, civil servants, public employees and ward workers in the past time.
