Decree No. 154/2025/ND-CP dated June 15, 2025 regulating staff streamlining, effective from June 16, 2025, stipulates the subjects implementing staff streamlining policies; early retirement policies; termination of employment.
In which, the content on applying the decree to other subjects is based on Article 17.
Article 17. Applying the Decree to other subjects
1. People working within the staffing quota and receiving salaries from the State budget at mass associations assigned by the Party and the State fall under one of the cases specified in Points a, d, g, h, Clause 1, Article 2 of this Decree.
2. Company Chairmen, Chairmen of Board Members, Member Council Members, General Directors, Directors, Deputy General Directors, Deputy Directors, Chief Accountants, Controllers (excluding General Directors, Directors, Deputy General Directors, Deputy Directors, Chief Accountants working under labor contracts) in limited liability companies with one member held by the State for 100% of charter capital (including: parent company of the State Economic Group; parent company of the State Corporation; parent company in the group of parent companies - subsidiaries; independent companies) surplus due to equitization, sale of all enterprises, merger, consolidation, division, dissolutions, bankruptcy or conversion to a limited liability company or becoming a public enterprise according to the decision of the State Audit agency; Deputy Directors, forestry directors, and state-owned enterprises according to the provisions of law.
3. Cadres, civil servants and public employees are assigned by competent authorities to represent capital contributions at enterprises that are redundant due to business reorganization according to the decision of competent authorities.
4. Cadres, civil servants and public employees are assigned by competent authorities to hold leadership and management positions at State financial funds other than the surplus budget due to the rearrangement of those funds according to the decision of competent authorities.
On the effective date of Decree 154 based on Article 18.
Article 18. Implementation effectiveness
This Decree takes effect from June 16, 2025; replaces Decree No. 29/2023/ND-CP dated June 3, 2023 of the Government regulating staff streamlining.
The regimes and policies prescribed in this Decree are applied until December 31, 2030.
