According to Conclusion 210-KL/TW, the Party Central Committee directs Party committees, agencies, units, and organizations, especially leaders, to perform well a number of tasks and solutions.
Including a group of tasks and solutions for the arrangement of the apparatus; management of cadres, civil servants, and public employees.
The Conclusion clearly states the group of tasks: Review, build and complete job positions in accordance with the functions and tasks of each agency, unit, and organization as a basis for determining the overall payroll of the political system in the 2026 - 2031 period;
Assign and manage payroll in accordance with the functions, tasks, characteristics, and nature of each agency, unit, organization and the streamlining of the apparatus of the political system; decentralize payroll management to the Party committees directly under the Central Government;
Arrange and reorganize the number of deputy leaders appropriately, ensuring that by the end of 2030, the number of deputy leaders of agencies and organizations in the political system will comply with regulations.
Also according to Conclusion 210-KL/TW, the arrangement and streamlining of the apparatus has been implemented comprehensively, thoroughly and synchronously nationwide on a large scale.
Reduce 34.9% of central-level focal points, 100% of party delegations, and party executive committees; reduce 46% of provincial-level administrative units, 66.9% of commune-level administrative units; for the first time since 1945, we reduce one administrative level (no district-level organizations), implementing two-level local government.
The results of the revolution of streamlining the organizational apparatus of the political system show that this is a very correct, very successful policy, of historical significance, supported by cadres, party members and people, highly appreciated by international public opinion; the prestige and position of the Party and the country are increasingly enhanced in the international arena; the independence, sovereignty and territorial integrity of the Fatherland, national and ethnic interests continue to be maintained, creating an environment of peace, stability for national development, actively and responsibly contributing to the peace and development of the region and the world.
Regarding the content of job positions, at the end of October 2025, Prime Minister Pham Minh Chinh chaired a Government meeting on the implementation of the resolutions of the Central and National Assembly on the organization and operation of local governments at both levels.
At the meeting, the Prime Minister assigned the Ministry of Home Affairs to preside over and guide ministries, branches, localities, and agencies according to their functions, tasks, and authority to urgently build job positions for local authorities at both levels, especially at the grassroots level, ensuring timeliness, efficiency, and suitability for each specific locality, to be completed before December 15.
