The Ministry of Home Affairs is drafting a Decree detailing the organization and operation of People's Committees (UBNDs) of wards in Hanoi.
According to the draft report related to this content, the Ministry of Home Affairs proposes to regulate the organizational structure of the Ward People's Committee as follows: The Ward People's Committee is organized according to the results of the classification of ward administrative units.
A type I ward has a Chairman, 2 Vice Chairmen of the People's Committee and 13 other civil servants; a type II ward has a Chairman, no more than 2 Vice Chairmen of the People's Committee and 12 other civil servants; a type III ward has a Chairman, 1 Vice Chairman of the People's Committee and 11 other civil servants.
The Hanoi People's Committee shall base on the number of ward administrative units with population size and natural area larger than the standards prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units to calculate the additional number of ward civil servants.
Accordingly, for every 1/3 increase in population size, the ward will have 1 more civil servant.
In addition to the provisions in Point a, Clause 2, Article 4, for every 100% increase in natural area prescribed by the ward, 1 additional civil servant will be added.
Regarding the activities of the People's Committee and the Chairman of the Ward People's Committee, the draft clearly states that the Ward People's Committee operates under the head regime, ensuring the principle of democratic centralism.
The Chairman of the Ward People's Committee is the head of the Ward People's Committee, responsible to the People's Council, People's Committee, Chairman of the People's Committee of the district, town, city under the City and before the law for the performance of the duties and powers of the Ward People's Committee.
The Vice Chairman of the Ward People's Committee assists the Chairman of the Ward People's Committee in handling tasks assigned by the Chairman of the Ward People's Committee, and is responsible to the Chairman of the Ward People's Committee and before the law for the performance of assigned tasks.
Other civil servants of the Ward People's Committee are responsible to the Chairman of the Ward People's Committee and the Vice Chairman of the Ward People's Committee in charge of performing professional tasks assigned by the Chairman of the Ward People's Committee in accordance with the provisions of law.
