Ms. Le Thuy Linh Phuong (residing in Binh Phuoc) said that Mr. Nguyen Van H works in the education sector with the following achievements:
In 2019, Mr. H received a certificate of merit from the Prime Minister.
In 2018 - 2019, Mr. H completed his tasks excellently, received a certificate of merit for Emulation Fighter at the grassroots level and a certificate of merit from the Provincial People's Committee.
In 2019 - 2020, Mr. H completed his tasks excellently, received a certificate of merit for Emulation Fighter at the grassroots level and a certificate of merit from the Provincial People's Committee.
In 2020 - 2021, Mr. H completed his tasks excellently and received a certificate of merit as a grassroots Emulation Fighter.
In 2021 - 2022, Mr. H completed his tasks excellently, received a certificate of merit for Emulation Fighter at the grassroots level and a certificate of merit from the Provincial People's Committee.
In 2022 - 2023, Mr. H completed his tasks excellently and received a certificate of merit as a grassroots Emulation Fighter.
In 2023 - 2024, Mr. H completed his tasks excellently and received a certificate of merit as a grassroots Emulation Fighter.
At Point c, Clause 2, Article 5 of the Law on Emulation and Commendation, one of the principles of commendation is stipulated as follows: Do not commend multiple times or in multiple forms for one achievement.
The 2022 Law on Emulation and Rewards has added the principle: Rewards are given according to achievements.
"So are the two things above contradictory when we received the certificate of merit from the Provincial People's Committee, and now we are stuck and cannot be considered for the 3rd Class Labor Medal?" - Ms. Phuong asked.
Regarding the reflection and recommendation of Ms. Le Thuy Linh Phuong, the Ministry of Home Affairs has responded on the Electronic Information Portal.
At Point c, Clause 1, Article 44 of the Law on Emulation and Commendation, one of the criteria for proposing to award the Third Class Labor Medal to an individual is: Having been awarded the "Certificate of Merit of the Prime Minister" and then continuously for 5 years or more up to the time of proposal to be recognized as having completed the task well or better, during which time there is 1 year or more recognized as having completed the task excellently and 3 times being awarded the title of Emulation Fighter at the grassroots level.
According to the above regulations, Mr. Nguyen Van H was awarded a certificate of merit by the Prime Minister for his achievements in 2019 (2013-2014 to 2017-2018 period). From the 2018-2019 school year to the 2023-2024 school year, he continuously completed his tasks excellently. During that time, he was awarded the title of Emulation Fighter at the grassroots level 6 times. At the end of the 2023-2024 school year, he was eligible to be proposed for consideration for the Third Class Labor Medal.
