On September 16, Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh had a working session with the Ministry of Home Affairs.
At the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that the Ministry of Home Affairs has a particularly important role and position, multi-sectoral and multi-disciplinary, in charge of human and apparatus issues, with very difficult and sensitive areas of work, such as issues of belief and religion.
Permanent Deputy Prime Minister of the Government noted that the Ministry of Home Affairs should overcome the shortcomings and limitations that have been pointed out, especially in the work of perfecting institutions, the fields of emulation and rewards, administrative reform, training, fostering and evaluating cadres, so that all aspects of work have higher quality and are more substantial. We have chosen the strategic breakthrough of institutions, so we must change the thinking about institution building, we strive to build an honest and creative Government.
Permanent Deputy Prime Minister of the Government said that in the conclusions of the meetings on institution building, the Prime Minister always talked about many principles, which are being realistic, removing difficulties, creating favorable conditions for businesses, unblocking resources, not creating a mechanism of asking and giving.That is the principle for institution building.
"Try not to create a roundabout, chicken-egg mechanism, if you want money, you must have a project, if you want a project, you must have money, not knowing which comes first, which comes later, it is very difficult to implement", Permanent Deputy Prime Minister clearly stated.
Permanent Deputy Prime Minister The Government once again emphasized that the Ministry of Home Affairs identifies institutional building as a key task in the coming time, so it is necessary to thoroughly grasp the spirit of the Prime Minister's direction. Affirming that he "will do his utmost" on the related issues presented by the Ministry of Home Affairs, Permanent Deputy Prime Minister shared that since becoming Permanent Deputy Prime Minister, he has signed documents giving opinions related to the Ministry of Home Affairs' fields first and most.
"No document should be left on my desk for more than 2 days. During the day, meetings are held and at night, the comrades read them" - Permanent Deputy Prime Minister reminded the Ministry of Home Affairs to submit 14 documents on the arrangement of administrative units at district and commune levels as soon as possible.
Regarding the summary of 20 years of implementing the Government's organizational model, the Permanent Deputy Prime Minister of the Government said that this is a difficult task. The Ministry will base on the Party's resolutions to streamline the apparatus, summarize the implementation practices and refer to international experience to rearrange the apparatus appropriately.
Permanent Deputy Prime Minister Nguyen Hoa Binh also mentioned the issue of digital transformation, focusing on building human resources for digital transformation and careful calculation.
