In case there is not enough proportional number for each civil servant rank or each civil servant professional title class, the missing number will be added to the adjacent lower rank (rank) and may be larger than the prescribed ratio.
In case the actual number exceeds the above ratio, temporarily do not organize exams, rank promotion or promotion to civil servant rank or professional title class that exceeds the ratio.

Determining the structure of civil servant professional titles is carried out according to the instructions in Circulars of the Ministries managing industries and fields.
In cases where there is no guidance or there is guidance but the percentage in each professional title class has not been specifically determined, it is agreed to comply with Official Dispatch No. 64/BNV-CCVC.
Accordingly, for public service units of group 3, in case the ratio of the number of public employees with professional titles of class I and equivalent is less than 10%, the missing number will be added to class II and equivalent; Continue similarly for class II and class III; The ratio of occupational title class structure may be larger than the prescribed ratio.
