Continue to fundamentally innovate thinking about ethnic affairs and ethnic policies
In the late afternoon of April 20, in Hanoi, General Secretary and President To Lam and leaders of the Party, State, and Vietnam Fatherland Front met with National Assembly deputies (NA deputies) of the 16th term who are ethnic minorities (DTTS).
Also attending were Politburo members: Prime Minister Le Minh Hung; National Assembly Chairman Tran Thanh Man; Standing Secretary of the Secretariat Tran Cam Tu; Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai.
Speaking at the meeting, General Secretary and President To Lam stated clearly that our Party always identifies the great national unity as a strategic guideline, a source of strength that determines all victories. In which, the NA deputies who are ethnic minorities are the force directly contributing to transforming policies into policies and supervising implementation in practice.
Clearly defining the role of the National Assembly deputies who are ethnic minorities, the General Secretary and President emphasized to continue to fundamentally innovate thinking about ethnic affairs and ethnic policies; proactively reflect problems from the grassroots level, and propose policies that are more suitable to the actual conditions of each locality and each ethnic community.

The General Secretary and President requested to continue to improve institutions in the direction of building development, associated with the specific characteristics of ethnic minority and mountainous areas.
National Assembly deputies who are ethnic minorities need to promote their role, bring voices from the grassroots level into law-making, ensure regulations are issued in a practical way, and can be implemented immediately; thoroughly grasp the viewpoint "people are the root" taking people as the center of all policies.
Each policy and decision must aim to improve the material and spiritual life of the people, especially the people in areas with many difficulties.
Pursuing results to the end in practice
General Secretary and President emphasized the need to synchronously pay attention to the development fields of ethnic minority and mountainous areas, from infrastructure, livelihoods, health, culture to digital transformation; proactively propose comprehensive policies, focus on human development, create conditions for the younger generation to study, grow up and contribute to the locality; build a team of grassroots cadres, especially cadres who are ethnic minorities, ensuring both qualifications and understanding of reality, so that policies are implemented correctly and accurately.
The General Secretary and President requested the Ethnic Council to strongly promote its strategic advisory role, not only stopping at appraisal, but also to proactively research, propose, and lead policies; strengthen practical surveys, promptly detect and propose solutions to remove institutional bottlenecks, especially in the implementation stage.
The Ethnic Council needs to truly become a bridge between the reality of ethnic minority areas and the policy-making process of the National Assembly.
National Assembly deputies who are ethnic minorities need to continue to promote their roles, maintain political bravery, be closely attached to the people, bring voices from villages to the assembly hall and pursue results to the end in practice.

National Assembly Chairman Tran Thanh Man emphasized that the National Assembly clearly defines the focus of direction and action: Thoroughly grasp the viewpoint of inclusive development, not leaving anyone behind, requesting the National Assembly's agencies to urgently fully institutionalize the Party's guidelines, ensuring that all national policies must directly focus on creating livelihoods to improve people's lives; thoroughly overcome the situation where policies are issued correctly but implemented with low efficiency and slow to come into life.
Strongly innovate legislative work in a practical and effective direction, the requirement is that policies must be clear, accurate, feasible and measurable results. Tighten discipline and order, improve the effectiveness and efficiency of supervision, and innovate supervision methods.
Continue to innovate and improve the effectiveness and efficiency of the National Assembly's Ethnic Council's activities, promote the role and enhance the responsibility of NA deputies who are ethnic minorities, closely follow the reality of life, and truthfully and promptly reflect the thoughts and aspirations of voters and people, especially in ethnic minority and mountainous areas, areas with particularly difficult socio-economic conditions.
