The 14th National Congress of the Communist Party of Vietnam is a particularly important political event of the entire Party, people, and army; it is a milestone opening a new development path for the country in the new context, situation and goals; it is a Congress of strategic self-reliance, self-reliance, national pride, aspiration to rise up, and firm belief in the path that the Party, Uncle Ho and our people have chosen.
The 14th Congress takes place at a historical time of profound significance: The entire Party, people, and army are united, unified, determined to steadily move towards two strategic goals: 100 years of the country under the leadership of the Communist Party of Vietnam (1930 - 2030) and 100 years of the establishment of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (1945 - 2045). From there, the requirement is set: Must look directly at the truth, properly assess the situation; must be determined to innovate thinking, improve institutions, improve national governance capacity; must act strongly, drastically, breakthrough, and effectively, for a peaceful, independent, democratic, rich, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
The system of draft documents submitted to the Congress includes: Draft Political Report of the 13th Central Executive Committee of the Party; Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation in the past 40 years in Vietnam; Draft Report summarizing 15 years of implementing the Party Charter (2011 - 2025) and proposing and orienting the amendment and supplementation of the Party Charter. In which, the Draft Political Report integrates 3 reports (Political Report, Socio-Economic Report and Report summarizing Party building work) to form a unified, comprehensive, clear focus, key point, concise, easy-to-understand, easy-to-remember, easy-to-implement entity.
The Action Program for implementing the Resolution of the 14th National Congress is a "breakthrough" compared to previous congresses, clearly stating "the subject, roadmap, resources, destination" to implement the Resolution of the 14th National Congress.
Authorized by the 15th Plenum of the 13th Central Committee, the Politburo proposed to the Congress the policy of summarizing 100 years of leadership of the Communist Party of Vietnam (1930 - 2030) with the Vietnamese revolution, orienting the country's development for the next 100 years (2030 - 2130); summarizing 40 years of implementing the Platform for building the country in the transition period to socialism.
The process of preparing the Document was carried out meticulously, seriously, closely, scientifically, and modernly; inheriting the quintessence of previous congresses, firmly holding principled viewpoints, and at the same time clearly showing the strong innovation in thinking about development, closely following reality, respecting objective laws; each assessment, each goal, each solution all originated from reality. In particular, this Document sets out action requirements: Saying with doing; clearly defining goals, tasks, and solutions; linking responsibility with results; linking breakthroughs with sustainability; linking implementation discipline with the satisfaction of the People.
In the process of completing the Document, the Party Central Committee, the Politburo, and the Secretariat especially attached importance to promoting collective wisdom, expanding democracy, and deeply listening to the voices of party members, the People, intellectuals, scientists, entrepreneurs, artists, cadres, soldiers of the armed forces, and our compatriots at home and abroad. The draft documents have been widely discussed throughout the Party, publicly announced in the mass media, and consulted with National Assembly deputies, the Fatherland Front, socio-political organizations, and people from all walks of life in many rich forms.
In just 1 month, nearly 5 million turns of cadres, party members, and people contributed more than 14 million turns of people's opinions sent to the Document Subcommittees, which were selected and seriously absorbed, contributing to creating a political report that is the crystallization of the wisdom and strength of the People, the harmony between the Party's will and the people's hearts, truly a "torch illuminating the road", a "action handbook" for the entire Party, the entire people, and our entire army.
The full text of the Reports has been sent to the delegates attending the Congress. On behalf of the 13th Party Central Committee, I would like to report and emphasize some key contents and new points of the draft documents for the Congress to consider, discuss and give decisive opinions.
I - IMPRINT OF THE XIII CONGRESS TERM: CAPACITY, BRAVERY, STEADFASTNESS, STEADFASTNESS
The term of the 13th Congress took place in special conditions, with many intertwined difficulties and many overlapping challenges. These are natural disasters, storms, floods, epidemics; traditional and non-traditional security risks; fierce strategic competition; fluctuations and breakdowns in supply chains, energy, and food; along with internal problems accumulated over many years. In the context of "fire tests gold, hardship tests strength", our Party has shown bravery, leadership capacity, power and combat strength, spirit of solidarity and unity; showing will, aspiration to develop, build the future, innovative thinking, drastic action; the entire Party, entire people, and entire army have joined hands and united to successfully implement the Resolution of the 13th Congress with many very important, comprehensive, and breakthrough results, many outstanding bright spots, basically completing the main goals set out.
Our country's economy has overcome many difficulties and challenges, maintained macroeconomic stability, maintained a fairly good growth momentum; potential, resilience and adaptability have been enhanced, creating an important foundation and space for faster and more sustainable development in the coming period.
Many breakthrough strategic policies have been drastically implemented. In particular, the revolution in renovation, arrangement, and streamlining of the organizational structure and administrative units has achieved strategic goals, is an important shift in national governance thinking, opening up a new development space, for the long future of the country. The fight against corruption, wastefulness, and negativity has been drastically, persistently, synchronously, and comprehensively implemented, achieving many very important results, the people's trust has been consolidated, and discipline has been strengthened. Human, cultural, and social development has made many advances; the material and spiritual life of the people continues to improve and be constantly enhanced. The strength of the People and the great national unity bloc has been promoted; social consensus has been strengthened and consolidated.
The independence, sovereignty, unity, territorial integrity of the country, a peaceful environment are maintained; political and social stability; national defense, security, order, social safety are guaranteed; foreign affairs, international integration are expanded, elevated, and deepened. The country's position and prestige in the international arena are increasingly enhanced. Vietnam is a bright spot highly appreciated by the world for social security and stability; for breakthroughs in thinking, vision, and new ways of doing things in development leadership and governance.
The comprehensive results of the 13th Congress term continue to affirm the leadership role and prestige of the Party. The people's trust in the Party, the State and the regime is increasingly solidified, creating an important premise for the country to enter a new stage of development with a new spirit, new determination and new aspirations.
The foundation, potential, position, and international prestige of the country as it is today is the convergence and crystallization of thousands of years of national construction and defense cultural traditions; is the result of 96 years of building and developing the country under the leadership of the Party; is the result of 40 years of renovation; is the continuous process of innovating leadership thinking on the foundation of Marxism-Leninism and Ho Chi Minh's ideology; is the sacrifice and self-forgiveness of many generations of veteran revolutionary soldiers, communist party members, of compatriots and comrades who have devoted themselves to labor production, bravely fought, and sacrificed for the independence and freedom of the Fatherland, for the happiness of the People, for socialism; is the strength of the great national unity bloc; is a vivid manifestation of the persistent will, creative spirit, and passionate patriotism of the Vietnamese people in the development process. We have the right to be excited and proud of the important and outstanding results achieved. But proud to add more responsibility, more motivation to strive, absolutely not to "sleep by the moonlight". We have frankly pointed out the limitations, weaknesses and bottlenecks that need to be focused on removing: From inadequacies in institutions, resources, infrastructure; limitations in organization of implementation and discipline, order to the situation that a part of officials have not met requirements; many social, environmental, and people's lives are still pressing... Identify correctly to have correct solutions, act correctly. The most important issue now is to strongly switch to action, effectively resolve limitations, bottlenecks, bottlenecks, and unlock all resources for national development.
Looking back at 40 years of Doi Moi, with great and historically significant achievements, including the outstanding contributions of the XIII Congress term, we have full grounds to affirm: Our Party's Doi Moi Strategy is completely correct, in line with Vietnamese practice and the development trends of the era. Our Doi Moi Strategy clearly defines the People as the center, the subject of revolutionary cause; steadfastly aim for national independence associated with socialism; consistently build and complete 3 fundamental pillars: Socialist-oriented market economy - Socialist rule-of-law state - Socialist democracy.
The practice of revolutionary leadership through four decades of renovation, we summarize 5 valuable lessons learned:
First, steadfastly and creatively apply and develop Marxism - Leninism, Ho Chi Minh's ideology; steadfastly pursue the goal of national independence associated with socialism, the Party's renovation guidelines, and the Party's organizational and operational principles; take development for stability, stability for sustainable development; constantly improve people's lives; ensure the highest national and ethnic interests; maintain independence, sovereignty, unity and territorial integrity, protect the Fatherland from early on, from afar; proactively and actively integrate deeply into world politics, the international economy and human civilization, combining national strength with the strength of the times.
Second, maintaining and strengthening the leadership, ruling, and combative power of the Party is the decisive factor for all victories. Building and rectifying the Party and the political system to be clean and strong; streamlined, efficient, effective, and effective apparatus; resolutely and persistently preventing and combating corruption, wastefulness, and negativity; building a contingent of cadres, especially at the strategic level, with sufficient qualities, capacity, prestige, on par with tasks, focusing on building a contingent of grassroots-level cadres close to the people, for the people, capable of completing tasks. Promoting the responsibility and role of setting an example of cadres and party members, especially leaders.
Third, thoroughly grasp and thoroughly practice the viewpoint "People are the root", promote the role of the subject, the central position of the People. Strengthen consolidation and promote the strength of the People and the great national unity bloc. Truly trust, respect and promote the people's right to mastery; practice "people know, people discuss, people do, people inspect, people supervise, people enjoy". Tighten the close relationship between the Party and the People, rely on the People to build the Party and the political system. Take the satisfaction, trust of the people, businesses and work efficiency as criteria for evaluating cadres.
Fourth, closely follow reality, forecast the situation correctly; respond to policies proactively, flexibly, promptly, and appropriately; lead, direct, operate and organize implementation drastically, with focus and key points; assign, decentralize, and delegate power clearly to people, clearly to tasks, clearly to responsibilities, clearly to authority, clearly to time, clearly to results; inspect and supervise closely; improve institutional quality; remove bottlenecks, unlock and effectively use all resources for building and developing the country and protecting the Fatherland.
Fifth, constantly innovate thinking, especially strategic thinking; consistent and steadfast in strategy, flexible and flexible in tactics; respecting the law of objectivity, preventing and combating subjective diseases, duy y chi, giao dieu, co hoi, bao thu...
II- CORE POINTS IN DOCUMENT BUILDING WORK: DEMAND, SCIENCE, ACTION SPIRIT
Absolute loyalty to the Party's guidelines and policies, applying and developing Marxism - Leninism, Ho Chi Minh's ideology; inheriting and promoting the thousand-year cultural tradition of the nation, the achievements and wisdom of the entire Party, entire people, and entire army on the path of building, developing the country and protecting the socialist Vietnamese Fatherland.
This document is built according to the motto: Closely following reality, respecting objective laws, crystallizing collective wisdom and truthfully reflecting the wishes and aspirations of the People. Each assessment, each goal, each solution is carefully researched, selected, and originates from reality; considering effectiveness and feasibility as important standards.
The document clearly demonstrates the strong innovation of thinking on development: Identifying science, technology, innovation and digital transformation as central driving forces; modern institutions and high-quality human resources as the foundation; green, sustainable, and efficient development; circular economy and adaptation to climate change as mandatory requirements; resource efficiency and labor productivity are measures of growth quality.
The document especially emphasizes the implementation organization stage. Many policies and decisions that are correct will still be "on paper" if implemented slowly, implemented ineffectively, or "out of standard" during implementation. Therefore, the Document focuses on designing action programs, inspection, supervision and evaluation mechanisms; considering data, indicators and feedback from the People as an important basis for adjusting policies and handling responsibilities.
The document promotes the spirit of setting an example of cadres and party members, especially heads; emphasizes the requirement to maintain the Party's discipline, the rule of law; persistently prevent and combat corruption, wastefulness, negativity; at the same time, build an environment to encourage innovation, build development, protect people who dare to think, dare to do, dare to take responsibility for the common good, build a disciplined, healthy, civilized, security, social security, safety, and development society.
III- DEVELOPMENT GOALS 2026 - 2030 AND VISION 2045: GREAT ASPIRATIONS, STEADY STEPS
The motto "Unity - Democracy - Discipline - Breakthrough - Development" of the Congress is an appeal, a command of responsibility before history. Under the glorious flag of the Party, the entire Party, the entire people, and the entire army join hands, determined to innovate, and act decisively for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism. The theme of the 14th Congress requires us to be more united, disciplined, more creative; and at the same time, to humbly learn, know how to listen, know how to correct ourselves to improve and make continuous progress. The 14th Congress has the historical responsibility of establishing "leaving platform" decisions to successfully implement the two 100-year strategic goals of the country.
The general objectives are: Maintaining a peaceful and stable environment; rapid and sustainable development of the country; improving and comprehensively improving people's lives; strategic autonomy, self-reliance, confidence, and strong progress in the new era of the nation; successfully implementing the goal of becoming a developing country with modern industry and high middle-income by 2030; realizing the vision of becoming a developed country with high income by 2045, a socialist Vietnam of peace, independence, democracy, prosperity, prosperity, civilization, and happiness. Striving to achieve an average gross domestic product (GDP) growth rate for the period 2026 - 2030 of 10%/year or more; GDP per capita by 2030 reaching about 8,500 USD/year.
To implement the country's development goals in the coming period, we identify 5 major guiding viewpoints:
Persistently maintain a system of principled guiding viewpoints on the leadership of the Party, Marxism-Leninism, Ho Chi Minh's ideology and renovation guidelines, constantly supplementing and perfecting in accordance with reality; promote strategic autonomy, establish new development models, take development for stability, stability to promote rapid and sustainable development; improve the lives and happiness of the People; firmly protect the socialist Vietnamese Fatherland.
Early identification, taking advantage of all advantages and opportunities, overcoming all difficulties and challenges; closely and synchronously combining tasks: Economic and social development and environmental protection are central; Party building is key; cultural and human development is the foundation; strengthening national defense and security and promoting foreign affairs and international integration is important and regular.
Strongly awaken the tradition of patriotism, aspiration for development, spirit of solidarity, will of self-reliance, confidence, self-reliance, self-strengthening, and national pride; promote cultural and human strength into indigenous resources, development driving forces. Complete synchronous institutions for rapid and sustainable development; remove bottlenecks and bottlenecks; unlock and release production capacity and all resources. Establish a new growth model; synchronously implement digital transformation, green transformation, and energy transformation; improve the quality of human resources; attract and value talents, and develop new production forces.

Ensure and protect the highest national and ethnic interests on the basis of international law and the United Nations Charter.
Strengthen the construction and rectification of the Party and the clean and comprehensively strong political system; maintain solidarity and unity; operate smoothly, synchronously, and effectively the new organizational structure; improve the leadership and power, combat strength of the Party and the management, administration, and development creation capacity of the State; constantly improve the quality of the contingent of cadres and party members who are truly representative of political bravery, qualities, capacity, and prestige. Tighten the close relationship between the Party and the State with the People; promote social democracy and the people's right to mastery; strengthen power control; resolutely and persistently fight against corruption, wastefulness, negativity, "self-evolution", "self-transformation" within the Party.
IV- EIGHT CONSISTENT CONTENTS FOCUSING ON IMPLEMENTING STRATEGIC POLICIES
To realize the above goals, the Political Report identifies 12 major orientations; 6 key tasks and 3 strategic breakthroughs. The Action Program has concretized tasks that can be implemented immediately. The core spirit is embodied in 8 important contents, clearly showing the requirements: Choose right - deploy quickly - do it thoroughly - measure by results.
Completing the development institution and socialist rule-of-law state: Taking implementation as a measure.
The institution is "the bottleneck of the bottleneck" but also "the breakthrough of the breakthrough". It is necessary to continue to synchronously complete the development institution, remove barriers, unlock resources, and create new development momentum. Build a socialist rule-of-law state of Vietnam of the People, by the People, for the People, under the leadership of the Party. Strongly innovate the method of national development management in a modern, transparent, and accountable direction; promote decentralization and delegation of power associated with controlling power; tighten discipline and administrative order; build a professional, incorruptible, and service-oriented public service.
Resolutely eliminate the "asking - giving" mechanism, minimize administrative procedures; promote comprehensive, comprehensive, and interconnected digitization of data. Take the time and costs of people and businesses as a measure of reform quality; ensure a safe, transparent, and healthy competitive business investment environment.
In parallel with reform, it is necessary to build rule of law discipline and enforcement discipline. Resolutely overcome the situation: "Law is right but doing it is difficult", "in the parliament, it is clear, at the grassroots level, it is difficult", "hot above, cold below", "talking a lot, doing little", "right policies but implementing slowly", causing waste of resources, reducing people's trust. At the same time, design a mechanism to control power so that power is always within the framework of law, morality, culture, national traditions and people's trust.
Establishing a new growth model: Knowledge economy, digital economy, green economy, circular economy.
Developing quickly but sustainably. Completing the overall national plan, regional plan, field plan, local plan. Valuing the quality of growth based on establishing high technical standards, suitable for international quality. Ensuring economic accounting. Growth must mainly rely on productivity, quality, efficiency, innovation; gradually reducing dependence on resource exploitation, cheap labor. Synchronously developing industry - agriculture - services according to the value chain; forming strong growth poles, key economic regions, urban areas, new generation special economic zones on par with the region and globally. Building international financial centers, high-quality service and tourism centers; large logistics centers associated with seaports, international air interchanges, large, modern, highly automated international border gates; improving technological autonomy and supply chains in key areas.
Green transformation and energy transformation must be implemented drastically and methodically, associated with energy security, environmental security and competitive requirements. Develop a circular economy, effectively use resources; promote technology innovation by businesses, improve standards; proactively adapt to new standards of global trade and investment.
Fully promote the functions and roles of economic sectors: The state economy plays a leading role in macroeconomic stability, major balances, strategic orientation and leadership. The private economy is the most important driving force of the economy; creating a favorable business environment, ensuring property rights and freedom of business; encouraging domestic enterprises to grow stronger and have international competitiveness; bringing knowledge and technology into production and business.
Science, technology, innovation and digital transformation: Central driving force of development.
Science, technology, innovation and digital transformation must truly become key drivers of growth; are the foundation for improving productivity and competitiveness; are tools to improve management efficiency, national autonomy capacity, ensure national defense and security; are methods to create new business models, new jobs, and new added value.
Focus on developing strategic technology. Promote comprehensive national digital transformation, first of all, completing digital infrastructure, digital data; building digital government, digital economy, digital society, digital citizens; ensuring network security, data security; promoting the application and popularization of digital skills, narrowing the digital gap; creating an experimental environment, encouraging innovation, protecting creativity. Developing an innovation ecosystem associated with businesses, research institutes, universities; bringing science and technology into each industry, each field, each locality, each business.
To make technological breakthroughs, it must start from people and mechanisms. We cannot be subjective or arbitrary. There must be a mechanism to value talent; a product-based evaluation mechanism; flexible financial mechanism; public-private partnership mechanism; a mechanism to assign scientific tasks associated with development requirements. Science and technology must go into life, serve people, improve labor productivity, reduce social costs, and promote economic growth.
Culture and people: The spiritual foundation of society, the intrinsic strength, resources and driving force for the country's development.
Sustainable development must first of all rely on people and culture. It is necessary to build and implement synchronously the national value system, cultural value system, family value system and standards of Vietnamese people to meet development requirements in the new stage; arouse patriotism, self-reliance, aspiration to rise up; nurture compassion, loyalty, honesty, responsibility, discipline; create a healthy, progressive, and civilized cultural environment in families, schools, communities and in cyberspace.
Social policies must aim for inclusiveness, fairness, efficiency, and sustainability; ensuring social security; breakthroughs in education and training development; health development, focusing on people's health care; sustainable poverty reduction; improving the quality of life. Economic growth must be closely linked to progress, social equity and environmental protection, so that people's material and spiritual lives are constantly improved, so that society is truly harmonious and democratic, so that people believe in the path to socialism.
National defense, security and foreign affairs: Maintaining peace for development, developing to strengthen the overall strength of the nation.
Maintaining a peaceful and stable environment is a prerequisite for development. It is necessary to continue to consolidate national defense and security; build revolutionary, regular, elite, and modern people's armed forces; proactively grasp the situation; improve forecasting, prevention, and timely handling of situations; resolutely not to be passive or surprised.
Foreign affairs continue to play a pioneering role in ensuring national and ethnic interests; steadfast independence and self-reliance; proactive, active and responsible in the international community; effectively take advantage of cooperation opportunities; bring partnerships into depth and substance; closely combine foreign affairs with national defense, security and economic development; maintain principles but flexibility and flexibility in tactics.
Security in the new period is not only border and territorial security; but also regime security, cultural and ideological security, economic security, financial security, data security, energy security, water security, food security... Therefore, sustainable development and strategic autonomy must be placed in the overall task of protecting the Fatherland from early, remote, from the grassroots, from the starting point.
Build and rectify the Party and the political system to be clean and comprehensively strong; cadre work is "key of key".
Building a clean, comprehensively strong, and civilized Party is a decisive condition for all victories. It is necessary to improve the leadership and power capacity and combat strength of the Party; persistently build the Party in terms of politics, ideology, and ethics; innovate the organizational apparatus; promote control of power; resolutely and persistently prevent and combat corruption, wastefulness, and negativity; build a contingent of cadres with sufficient qualities, capacity, prestige, and on par with their tasks.
Cadre work must truly be "key of key": Choosing the right people, assigning the right tasks; evaluating cadres by products, by efficiency, by prestige in the People. Implementing the motto: "within, out", "up, down", combining strict discipline with the mechanism to protect the effectiveness of cadres who dare to think, dare to do, dare to take responsibility for the common good; not allowing "opportunistic" elements, "running for positions, running for power" to creep into the organization and apparatus in the political system.
The Party is strong because of strict discipline, revolutionary ethics, and spirit of service. Each cadre and party member must self-examine and self-correct; keep themselves from temptation; must know shame when the people are still in difficulty and poverty; must consider honor as sacred and noble; consider integrity as the foundational quality of public service ethics.
Build a healthy, disciplined, civilized, safe and developed Vietnamese society.
For the country and nation to develop sustainably, we need to build a healthy society in terms of ethics, law discipline, culture in behavior, civilization in governance, safety in life, and progress in development. Persistently pursue the goal of "rich people, strong country, democracy, fairness, civilization". The first focus is to consolidate social discipline by upholding the rule of law, administrative reform; prevent and combat corruption, wastefulness, negativity; build a contingent of officials who are "clean, dedicated, daring to think, daring to do, daring to take responsibility" so that "national law" goes hand in hand with "people's hearts", everyone is responsible to society. At the same time, develop modern Vietnamese culture and people, rich in identity; improve the quality of education, health, social security; narrow inequality, care for vulnerable groups, so that no one is left behind. Strive to drastically reduce crime, move towards building a society without crime, no accidents, social evils, no negativity; truly civilized,
Great National Unity: The foundation of national strength.
National great unity is the foundation for convergence and maximizing the strength of the People, creating invincible strength for the country to overcome all difficulties and challenges and reach for prosperous and strong development. Persistently implement the national great unity line on the foundation of the alliance bloc between the working class, the peasantry and the intellectual team led by the Communist Party of Vietnam; harmoniously resolve the relationship of interests; ensure fairness and equality between ethnic groups, religions, classes, social classes and each citizen in accessing opportunities and enjoying development achievements; promote democracy in parallel with strengthening responsibility, order, and discipline; promote the sense of responsibility of each individual and community towards the nation and nation.
V- THIRD STRATEGIC BREAKTHROUGH: FOCUS RESOURCES, FOCUS LEADERSHIP, FOCUS IMPLEMENTATION
The three strategic breakthroughs identified from the 13th Congress are meaningful for the entire period 2021 - 2030, but entering the 14th Congress term, the requirement is to do it strongly, quickly, and thoroughly, because these are decisive levers for the country to break through.
First, breakthroughs in institutions and implementation: Completing the synchronization of laws; improving the quality of policies; strengthening discipline in implementation; ensuring that all policies have roadmaps, resources and mechanisms to supervise implementation; promoting administrative reform, decentralization, delegation of power, taking the quality and efficiency of serving the People and businesses as a measure.
Second, breakthroughs in human resources, especially high-quality human resources associated with science, technology, and innovation. Fundamental and comprehensive innovation in education and training; linking training with labor market needs; strengthening digital capacity; forming a team of managers, experts, entrepreneurs, good scientists, and high-tech workers, meeting the country's breakthrough development requirements.
Third, breakthroughs in synchronous and modern infrastructure: Prioritize strategic transport infrastructure, energy infrastructure, urban infrastructure, telecommunications infrastructure, especially digital infrastructure, data infrastructure; develop climate change adaptation infrastructure; expand development space according to national master plan, ensuring regional linkage, local linkage, regional and global connectivity.
These three breakthroughs have organic relationships. Institutions pave the way; human resources determine speed and quality; infrastructure creates space and momentum. If done synchronously, we will create new "stakes" and new "positions"; if done halfway, we will lose opportunities ourselves.
VI- "PEOPLE ARE THE ROOT": THE HIGHEST MEASURE OF ALL POLICY DECISIONS
The ideology throughout the Document and also the source of strength of the Vietnamese revolution "People are the root". The people are the center, the subject, the goal, the driving force and the resource of development. All guidelines and policies must aim to improve the material and spiritual life of the people; ensure the people's right to mastery; respect, listen to and rely on the people. The Party must be closely attached to the people, wholeheartedly serve the people, be under the supervision of the people, and be responsible to the people for all its decisions.
People's trust in the Party does not come from words, but from actions, from the impartiality and integrity of cadres, from the efficiency of the apparatus, from fairness in enjoyment, from the results of protecting legitimate rights and interests, promptly and thoroughly resolving the legitimate grievances of people and businesses.
Entering a new stage, it is necessary to pay more attention to building the people's hearts' battlefield. A strong people's hearts' battlefield means strong national defense and security; a strong people's hearts' battlefield means reform must go to the end. A strong people's hearts' battlefield means any difficulties can be overcome, any challenges can be resolved, just as Uncle Ho taught "Easier a hundred times without the people - Difficult a ten thousand times the people can handle it".
Each delegate attending the Congress, each cadre and party member across the country, when studying the Document, ask themselves: What benefits does this bring to the people? Does it make the people more confident? Does it make the people's lives better? Does it make the country richer and stronger? If the answer is not clear, it must be further improved, because all policies are only meaningful when they are agreed upon, supported by the people and bring practical benefits to the people.
VII- ORGANIZING IMPLEMENTATION: SAYING LESS - DOING MORE - DOING TO THE END
Our biggest weakness is that many policies are correct but implementation organizations have not met requirements. Therefore, this document emphasizes the requirement for action; emphasizes the responsibility of each level, each sector, each cadre; resolutely overcomes the situation of "talking more and doing less", "talking well, doing poorly", even "talking not going hand in hand with doing"; lack of inspection and supervision; setting high goals but deploying slowly, low efficiency. To turn determination into results, it is necessary to focus highly on 5 groups of tasks:
First, concretize the Document into a program, plan with clear goals, measurable indicators, deadlines and specific assignments of responsibilities; everything must be held to account to the end; do not let the situation of "common father, no one cries", "transferring responsibility to each other" occur.
Second, establish a mechanism for periodic and unscheduled inspection, supervision, and evaluation; resolutely handle delays, avoidances, and push-ups; promptly reward those who do well; and at the same time protect the effectiveness of those who dare to think, dare to do, and dare to take responsibility for the common good.
Third, mobilize and use resources effectively; practice thrift, combat wastefulness; invest with focus and key points; do not spread; do not follow trends; do not let losses and wastefulness erode trust, social resources and slow down the country's progress.
Fourth, implement a civil service culture of integrity, professionalism, and science; take the satisfaction of people and businesses as important criteria; take data and results as a basis for assessment; resolutely prevent negativity; increase transparency and accountability.
Fifth, do a good job of information and communication to ensure social consensus. Deep reform will touch interests, so it is necessary to be public, transparent, listen, explain thoroughly, persistently persuade; resolutely fight against all manifestations of abuse and distortion; and at the same time respect criticism, build and promptly adjust irrationalities in implementation.
Implementation organization must be linked to discipline. The Party's discipline must go first. Discipline and law must be strict. All power must be controlled. All responsibilities must be clarified. All violations must be handled and all genuine efforts for the people and the country must be recognized and protected.

The 14th Congress is the Congress of belief and aspiration, of breakthrough and action, of discipline and creativity, of solidarity and development.
The 14th Congress of our Party takes place when the "historical clock" is ticking the decisive time frames before the milestone of 2030 - the moment our Party celebrates 100 years of birth, combat, maturity and development. Never before has the wish for a democratic, prosperous, prosperous, civilized, and happy Vietnam been so close to us as today; but never before have we faced so many challenges, so many harsh demands, and so much competitive pressure as at this time.
Inheriting the glorious tradition under the glorious flag of the Party; with the consensus and joint efforts of the entire Party, people, and army; with the will of self-reliance, self-strengthening and the aspiration to rise up of the nation; with the strategic vision and breakthrough policies identified in the documents submitted to the 14th Congress; we will definitely create a strong and substantial shift, bringing the country to a breakthrough development, fully implementing Uncle Ho's sacred will: "My final wish is: The entire Party and people unite to strive, build a peaceful, unified, independent, democratic and prosperous Vietnam, and make worthy contributions to the cause of the world revolution".
We enter a new stage of development with the baggage being the glorious tradition of the nation, the achievement of 96 years under the leadership of the Party, 40 years of renovation with valuable lessons, the strength of the great national unity and the people's hearts. We have enough grounds to believe: When there is high ideological unity; decisiveness in action; strictness in discipline; The people are truly the center, we will definitely turn aspirations into reality; bring the country forward strongly, firmly forward in the era of national rise, towards socialism.
Under the glorious flag of the Party, let us join hands, maintain faith, uphold responsibility, promote wisdom, and arouse aspirations; make every year, every month, every day after the Congress have specific results, with substantive changes; so that the People see, the People believe, the People support, the People accompany and the People enjoy.
