Completing commune-level personnel
On June 8, the People's Committee of Quang Binh province held a working session with departments, branches and localities to listen to reports on the implementation of preparations to serve the merger and arrangement of administrative units, aiming to organize a 2-level local government model after merging with Quang Tri province.
Mr. Tran Phong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - and the Vice Chairman of the Provincial People's Committee chaired the Conference. Attending the meeting were members of the Provincial Standing Committee: Colonel Nguyen Thanh Liem - Director of the Provincial Police; Pham Thi Han - Secretary of Dong Hoi City Party Committee; Phan Manh Hung - Secretary of Ba Don Party Committee; leaders of departments, agencies and provincial levels and local representatives.
At the meeting, representatives of departments and agencies reported the results of the implementation of the contents related to the consolidation of the two provinces, the plan to merge the departments, agencies and the preparation for the administrative apparatus after arrangement. The localities also reported specifically on the plan of personnel arrangement, arrangement of working offices of new communes and wards and the plan to end the activities of the district government.
In his concluding remarks, Chairman of the Provincial People's Committee Tran Phong requested agencies, units and localities to urgently resolve the remaining tasks, especially the problems in site clearance for key projects and public investment disbursement. He noted that there should be no backlog of administrative responsibilities at the district level when this unit ends operations. At the same time, it is required to synchronously implement social security programs such as eliminating temporary and dilapidated houses for poor households, supporting housing for people with meritorious services and relatives of martyrs.
Arrange headquarters appropriately
For the commune level, the Chairman of the Provincial People's Committee emphasizes the requirement to complete the plan of arranging cadres and civil servants, reviewing the needs of working equipment, arranging headquarters for new administrative units to quickly go into operation after establishment. On the side of provincial departments, agencies and branches, it is necessary to urgently complete the merger and consolidation scheme; In which, pay attention to the plan of organizing personnel, payroll and arrangement of public houses at the new provincial administrative center.
The Chairman of the Provincial People's Committee also requested units to proactively organize training for cadres and civil servants on legal documents related to decentralization and delegation of authority, and at the same time review all legal documents issued in the two provinces to ensure consistency and smoothness in implementing the two-level local government model.
The Chairman of the Provincial People's Committee assigned specific tasks to departments and branches in organizing the implementation of merger and arrangement of administrative units, while closely linking with the socio-economic development task in 2025.
He also requested the Provincial People's Committee Party Committee and relevant agencies to continue to closely monitor the implementation of resolutions and conclusions of the Central Committee and the Politburo to promptly advise and direct. Along with that, it is required to complete the draft Document of the Provincial People's Committee Party Congress to ensure progress and regulations.
