The Congress unanimously voted to pass the Congress Resolution with the goal of striving to build Quang Ninh rich, strong, civilized, modern, and happy, becoming a centrally-governed city before 2030.
The Congress agreed to strive for the main targets:
Regarding Party building: Strive to have over 90% of grassroots party organizations are evaluated and classified as having completed their tasks well or better; over 90% of party members are evaluated and classified as having completed their tasks well or better. The annual new party membership rate reached 3-3.5% of the total number of party members.
In terms of economy: Strive for an average growth rate of gross regional domestic product (GRDP) in the period of 2026-2030 to reach 12%/year. The proportion of processing and manufacturing industry in GRDP is over 18%. GRDP per capita is 20,000 USD. The contribution of the private economy to GRDP is about 40-45%. The average growth rate of total social investment capital in the 2026-2030 period is over 12%/year. The average growth rate of social labor productivity is 12%/year. The urbanization rate reached over 75% and improved urban quality.
On social policy: Strive for the rate of trained workers to reach over 90%, of which those who have been trained have degrees and certificates to reach 48%. Took 68 hospital beds/10,000 people, 19 doctors/10,000 people, 8 university pharmacists/10,000 people, 33 nurses/10,000 people; the population participating in health insurance reached 100%. The rate of schools meeting national standards reached over 95%.
Regarding the environment: Strive for the rate of urban population provided with clean water through the centralized water supply system to reach over 99%; the rate of rural population using clean water that meets standards to reach over 85%. The rate of urban solid waste collection and treatment and island communes, communes with tourism activities and services that ensure standards and regulations reached over 99% and in rural areas reached 90%. The rate of wastewater collection and treatment in newly concentrated urban areas has reached 100%. The rate of industrial parks and industrial clusters in operation with centralized wastewater treatment systems meeting the standards for discharge into the environment is 100%.
The Congress agreed on 5 key tasks and 3 breakthroughs. In particular, focusing on developing high-quality human resources, promoting the attraction and promotion of talents to meet development requirements; improving the quality of the staff; continuing to synchronously complete the modern socio-economic infrastructure, multi-modal connecting between provinces and regions; promoting the development of science and technology, innovation and digital transformation, developing the private economy, technological infrastructure to promote the development of the digital economy, marine tourism, marine economy, green transformation, energy conversion, developing the Van Don Special Zone - a new-generation special economic zone and a smart border gate in Mong Cai; developing a unique culture of Quang Ninh, associated with building and developing cultural industries, heritage economy, night-time economy, urban economy.
