The Congress was attended by Mr. Vu Hong Thanh - Member of the Party Central Committee, Vice Chairman of the National Assembly and members of the Party Central Committee, Heroic Vietnamese Mothers, Heroes of the People's Armed Forces, Heroes of Labor and 366 official delegates from 59 Party Committees under the province, representing the intelligence, will, belief and aspiration of more than 104,000 Party members in the entire Party Committee and more than 1.4 million people of all ethnic groups in Quang Ninh province.
Speaking at the opening of the Congress, Mr. Vu Dai Thang - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quang Ninh Province - emphasized that, looking back at the 15th Congress of the Provincial Party Committee, the entire Party Committee, government and people of all ethnic groups in the province have united, unified, promoted the spirit of innovation and creativity, overcome difficulties and challenges, and achieved many important and comprehensive achievements in all fields. The country is entering a new period of development, a new era - the era of national growth, Quang Ninh is also facing many new opportunities and fortunes, but at the same time will face many difficulties and challenges.
The 16th Provincial Party Congress has 4 extremely important tasks: Conducting a summary and assessment of the situation and results of implementing the Resolution of the 15th Provincial Party Congress, proposing directions, goals, tasks and solutions for the 2025-2030 term; continuing to discuss and contribute opinions to the draft Documents of the 14th National Party Congress; selecting comrades who are truly exemplary in political qualities, intelligence, ethics, capacity, prestige, solidarity, creativity, and high responsibility to be elected to the Provincial Party Executive Committee for the 16th term, 2025-2030 term; selecting and electing the Provincial Party Delegation to attend the 14th National Party Congress.
According to the Political Report of the 15th Provincial Party Committee to the 16th Provincial Party Congress, the economy has grown strongly and stably, with an average 5-year growth rate of 10.4%/year, 1.7 times higher than the national average. GRDP in 2025 is estimated to reach VND395,000 billion, 1.9 times higher than in 2020.
GRDP per capita reached over 11,000 USD, 2.23 times higher than the national average. The economic structure continues to shift in the right direction, industry - construction and services account for about 95.9% of GRDP.
The processing and manufacturing industry grew by an average of 23%/year, becoming the main growth driver; FDI attraction reached nearly 10 billion USD, more than 5 times higher than the previous period, mainly in the processing and manufacturing sector. In addition, the coal industry continues to play a pivotal role, with a 5-year output of 219 million tons.
Services, especially tourism, have recovered strongly after the pandemic, increasingly affirming their role as a spearhead economic sector. The proportion of tourism in GRDP will reach nearly 10% in 2024. The province completed the goal of building new rural areas in the 2021-2025 period at all 3 levels of province - district - commune 2 years ahead of the Central target; many mountainous districts and ethnic minorities met advanced new rural standards, becoming a bright spot in the country.
Public investment and infrastructure have made remarkable progress, including more than 825km of road, with 80km of Van Don - Mong Cai expressway completed and put into operation.
Quang Ninh continues to be the leading province in the country for many consecutive years in terms of the Provincial Competitiveness Index (PCI), Administrative Reform Index (PAR Index), People's satisfaction Index (SIPAS), Provincial Public Administration and Governance Effectiveness Index (PAPI) andReadiness for the development and application of information and communication technology (ICT Index).
Speaking at the Congress, Mr. Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council - acknowledged and highly appreciated the achievements that Quang Ninh has achieved in the past term, in which there are many aspects that have always been at the forefront, pioneering and exemplary for the whole country, especially in terms of breakthroughs in transport infrastructure.
Along with economic development, Quang Ninh has focused on comprehensive development of culture, society, and people associated with traditional cultural identity. Social security and welfare are guaranteed; 100% of newly arising temporary and dilapidated houses are eliminated; there are no more poor and near-poor households according to the poverty standards of the Central and the province.
The achievements over the past 5 years are the crystallization of the process of persistent, creative efforts, inheritance and development of the Party Committee, government and people of Quang Ninh province. This is an important premise and foundation, creating momentum for Quang Ninh to develop more quickly and sustainably; continuing to be one of the economic growth poles, attractive, spreading in the Northern Key Economic Zone in particular, the Northern region and the whole country in general.
To achieve the goal of building Quang Ninh to be rich, civilized, modern, happy, and soon become a centrally-governed city, Mr. Thang suggested that the Congress promote democracy, focus on discussing, analyzing and evaluating the achievements, as well as the limitations and shortcomings of the Party Committee in the term, finding the causes, deepening lessons learned to be able to determine effective solutions and decisions in the coming term.
In particular, innovating thinking, development vision, establishing a new growth model of the province in conjunction with promoting economic restructuring, taking science - technology, innovation, digital transformation, green transformation as the main driving force; planning, reorganizing development space; developing modern processing and manufacturing industry, renewable energy, marine economy, ecological agriculture; managing and using resource savings, environmental protection, responding to climate change. Make Quang Ninh an international tourism center with Ha Long - Yen Tu - Van Don; strongly develop the coastal, industrial - service spaces in the West - South, along with mountainous areas and islands to form a balanced and interconnected development space system. At the same time, it affirmed its role as an important growth pole in the Hanoi - Hai Phong - Quang Ninh economic triangle, the driving force of the Northern key economic region, the gateway to international trade with China and Northeast Asia, gradually participating more deeply in the global supply chain and trade network.
