Working with the working delegation were Mr. Vu Dai Thang - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Deputy Secretaries of the Provincial Party Committee, members of the Provincial Party Committee Standing Committee, Standing members of the Provincial People's Council and People's Committee.
Implementing the direction of the Central Government, Quang Ninh has proactively implemented the arrangement of the apparatus, administrative units at the commune level and operated the 2-level local government model, in conjunction with preparations for the Party Congresses at all levels for the 2025 - 2030 term.
After the arrangement, the organizational apparatus was consolidated, operating stably and effectively. The province has completed 100% of the Party Congresses under the Provincial Party Committee 17 days ahead of schedule; the 16th Provincial Party Congress is scheduled to take place from September 25 to 27, one month earlier than the Central Committee's direction.
In parallel with the organizational arrangement, Quang Ninh province sets a target of economic growth of over 14% in 2025. In the first 6 months of 2025, GRDP increased by 11.03%, higher than the 2.01% growth rate of the previous year and the same period. The investment, business environment, and administrative reform continue to be in the leading group of the country, affirming the role of growth in the North.
Speaking at the meeting, Provincial Party Secretary Vu Dai Thang emphasized that the results achieved have affirmed the correctness and comprehensiveness of the laws and resolutions passed by the National Assembly at the 9th Session. The Provincial Party Secretary suggested that the National Assembly and the Government soon consider and amend a number of regulations on decentralization of management, supplement specific policies for Van Don, review criteria for communes and wards after the merger, remove planning obstacles and promote infrastructure projects and seaports.
In his speech, Mr. Vu Hong Thanh, member of the Party Central Committee, Vice Chairman of the National Assembly, praised the results that Quang Ninh has achieved in implementing the two-level local government model and developing the socio-economy.
Mr. Vu Hong Thanh requested the province to continue to closely follow the conclusions of the Politburo and the Central Government; review and perfect cadres, especially at the commune level; increase training, rotation, investment in facilities and information technology equipment to serve digital government; at the same time, improve discipline, order, and attitude of serving the people.
Regarding socio-economic development, the Vice Chairman of the National Assembly noted that Quang Ninh should continue to innovate its thinking, mobilize maximum resources, accelerate the disbursement of public investment capital, prioritize green, sustainable industry, develop marine tourism, ecology, culture - history; improve the quality of healthcare, education, and environmental protection. The National Assembly Office will fully synthesize the province's recommendations to report and recommend to competent authorities.
