Completing the legal framework
On the morning of February 27, at the 7th session, the Quang Tri Provincial People's Council voted to approve the proposal of the Provincial People's Committee on adjusting the Quang Tri Provincial Plan for the period 2021-2030, with a vision to 2050.
According to the submission submitted by the Provincial People's Committee, the planning adjustment is carried out on the basis of a series of newly issued legal bases, including the Law on Organization of Local Government in 2025, the Law on Amended Planning in 2024 and resolutions of the National Assembly on arranging administrative units.
Notably, from 2025, Quang Tri will implement the reorganization of provincial-level administrative units, with a natural area of 12,700 km2 and a population size of 1,870,845 people. The change in spatial and population scale requires reviewing and updating development targets, resource allocation and socio-economic space orientation.
The Provincial People's Committee has established a Steering Committee and working group to organize the review and update of the adjusted contents. The planning adjustment dossier has been appraised by the Ministry of Finance, the Ministry of Agriculture and Environment, and the Ministry of Construction; The Standing Committee of the Provincial Party Committee gives opinions before submitting to the Provincial People's Council for consideration and decision.
According to the content of the approved resolution, the adjustment is aimed at ensuring consistency with the National Master Plan, the North Central Coast and Central Coast Regional Plan, and at the same time updating new growth drivers.
Targets, specific indicators
Regarding the targets to 2030, Quang Tri sets out many specific targets. GRDP per capita reaches about 145 million VND; GRDP growth rate in the 2026-2030 period reaches a double-digit average. Urbanization rate reaches about 36%; the poverty rate according to multidimensional poverty standards decreases to 1-1.5%/year.
The province strives for 100% of domestic solid waste to be collected and treated; 100% of hazardous medical waste to be treated to meet standards. By 2030, the rate of people participating in health insurance will reach over 95%.
Vision to 2050, Quang Tri becomes a province with a dynamic and sustainable economic development; is an important growth pole of the North Central region, playing a role as a gateway for trade on the East-West economic corridor.
The adjusted plan also identifies three dynamic economic corridors including: North-South Economic Corridor; East-West Economic Corridor; La Lay - My Thuy Economic Corridor, associated with the development of seaports, logistics and border gate economic zones.
Regarding urban development space, Quang Tri orients towards forming a multi-center urban system, developing economic zones and industrial parks in a modern direction, associated with digital transformation, green economy and circular economy.
According to the resolution approved by the Provincial People's Council, the Provincial People's Committee is responsible for organizing the announcement and implementation of the plan after it is approved; periodically reviewing and evaluating, ensuring compliance with development practices.
The approval of the adjustment of Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050, is considered an important basis for the province to proactively attract investment, effectively exploit the potential of seaports, energy, high-tech agriculture and tourism, while ensuring national defense and security in the new situation.
