On December 14, information from the Office of the People's Committee of Quang Tri province said that the province has just issued a plan to continue implementing Directive No. 10/CT-TTg dated April 22, 2019 of the Prime Minister on strengthening the handling and effectively preventing harassment and causing inconvenience to people and businesses in handling work in 2026.
The Provincial People's Committee requests heads of agencies, units and localities to thoroughly grasp and direct the synchronous implementation of solutions to effectively handle and prevent harassment and inconvenience in handling work; strictly implement the provisions of the Law on Receiving Citizens; respect and listen to the opinions and aspirations of people and businesses; democracy, fairness, objectivity, timeliness, and within the authority.
Simple procedures and order, creating convenience for people; information security, safety for those who report, recommend, complain, and denounce in accordance with regulations.
Ensure the final and timely resolution of recommendations, reflections, and denunciations of people and businesses, avoiding unclear explanations instead of resolving them.
Departments, branches, units and localities should uphold the responsibility of setting an example, setting an example in implementation and enhancing responsibility in directing, operating, inspecting, and inspecting the implementation of tasks, public duties, discipline, and administrative discipline under the assigned state management scope.
Pay attention to directing to build a team of cadres and civil servants who are political and ideologically strong, have a clear understanding of ethics, lifestyle, and are proficient in expertise and professionalism in the process of handling work of people and businesses.
Strengthen inspection and examination of the responsibilities of heads of agencies, units and localities to prevent corruption; thereby promptly detecting and strictly handling leaders of agencies and units who are irresponsible, allowing cadres, civil servants and public employees under their direct management to commit acts of harassment and cause inconvenience to people and businesses.
Immediately handle leaders who show signs of covering up and condoning employees under their authority who have committed wrongdoings.
In addition, departments, branches, units and localities implement administrative reform, increase publicity and transparency in the operations of agencies and units, and innovate management technology.
Strengthen propaganda, dissemination and education on laws on preventing and combating corruption, waste and negativity, promote the role and responsibility of society in preventing and combating corruption, waste and negativity.
Strengthen inspection and examination of public duties, build a mechanism for monitoring and detecting violations.
The plan aims to continue raising awareness, responsibility, service spirit, public ethics, strengthening discipline and administrative discipline of each cadre, civil servant, public employee and of departments, branches, sectors, People's Committees of communes, wards, and special zones in handling work in the province.
