On October 15, in Hanoi, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man co-chaired a conference between the Government Party Committee and the National Assembly Party Delegation on the 8th Session of the National Assembly.
Speaking at the conference, the Prime Minister emphasized the spirit of working harder, more actively, more quickly, more breakthroughly, more decisively, more focused, more effective in the new era, the era of the nation's rise to keep up with, progress with and surpass the world.
The Prime Minister stated that the 8th Session is very important for the country's development; institutionalizing and implementing Resolution 10 of the Central Committee and removing many obstacles that people and businesses are looking forward to. Preparations for the session have seen many innovations.
The head of the Government gave some examples such as the request to rebuild Phong Chau bridge (Phu Tho) in 2025; urgently support housing for households whose houses were affected by storms; attract large FDI projects, high technology...
Therefore, the Prime Minister stated that these things all require appropriate mechanisms and policies to remove difficulties and obstacles, grasp trends, take advantage of opportunities, and promote all development resources.
Emphasizing that the rapidly changing situation requires timely policy responses and actions, the Prime Minister highly agreed with the viewpoint of National Assembly Chairman Tran Thanh Man that "wherever there are problems, they must be resolved, and where there is responsibility, that level must be responsible to resolve them."
In his concluding remarks, National Assembly Chairman Tran Thanh Man emphasized that this session is of great importance. The National Assembly will discuss and decide on many issues to promptly remove difficulties and obstacles in terms of institutions and policies, unblock resources, and overcome bottlenecks, all for the sake of socio-economic development.
The National Assembly Chairman stated that the agencies will report to the National Assembly to consider increasing the meeting time if necessary (possibly on weekends and even in the evenings as the Central Conference did) to add to the meeting agenda the contents proposed by the Government if there are sufficient conditions and documents to submit.
The general spirit is to ensure that when laws and resolutions are passed by the National Assembly, they are of good quality, creating favorable conditions and giving the Government the initiative and flexibility in the process of organizing the implementation of laws, linking law-making and law enforcement to achieve the highest efficiency.
The agencies of the National Assembly are always ready to receive proposals, documents, and study in advance the contents that the Government is expected to submit to the National Assembly. However, the quality of draft laws and resolutions depends primarily on the agencies and ministries assigned by the Government to draft them.
The National Assembly Chairman suggested that for anything that is unclear, inconsistent, or has different opinions, the drafting agency and the reviewing agency must sit together, including leaders and heads of sectors, in a constructive spirit of discussion, debate, and scientific and practical reasoning, to reach a consensus on the plan.
