Announcement of 2 Resolutions of the National Assembly Standing Committee

On October 9, Secretary General of the National Assembly Bui Van Cuong signed Official Dispatch No. 4341/TTKQH-TT on the announcement of the Resolution of the National Assembly Standing Committee.

In Resolution No. 1215/NQ-UBTVQH15, the Standing Committee of the National Assembly resolved:

Allocate VND 22,551 billion from the central budget reserve of the medium-term public investment plan for the 2021-2025 period corresponding to the increased central budget revenue in 2022 to ministries and localities to implement projects reported to the National Assembly at the 5th Extraordinary Session.

At the same time, supplement the state budget estimate for 2024 and allocate central budget capital for 2024 of VND 2,131,115 billion from the source of increased central budget revenue in 2022 for ministries and localities.

This capital is to carry out tasks and projects assigned in the medium-term public investment plan for the period 2021-2025 (including 11 projects that have completed investment decisions and 1 investment preparation task).

The Standing Committee of the National Assembly assigns the Prime Minister to decide and take responsibility for assigning the detailed Medium-Term Public Investment Plan for the 2021-2025 period of this Resolution for each project.

Assign additional state budget expenditure estimates for 2024 and central budget capital investment plans for 2024 to ministries and localities in Article 2 of this Resolution according to the provisions of the Law on Public Investment, the Law on State Budget and Resolutions of the National Assembly.

At the same time, direct relevant ministries and localities to implement tasks and projects in accordance with the schedule and regulations of the Law on Public Investment, the Law on State Budget and Resolutions of the National Assembly.

In Resolution No. 1216/NQ-UBTVQH15, the Standing Committee of the National Assembly adjusted the policy of changing the purpose of using forests, forest land and rice land from two crops or more of the North-South expressway construction project in the East phase 2021-2025 (the project) decided in Resolution No. 273/NQ-UBTVQH15 as follows:

The area of ​​protective forest land, special-use forest land, and production forest land is 1,785.93 ha, a decrease of 78.0 ha compared to Resolution No. 273/NQ-UBTVQH15. Of which, the area of ​​forest land is 1,492.93 ha, an increase of 438.3 ha compared to Resolution No. 273/NQ-UBTVQH15.

The area of ​​land for growing rice with two or more crops is 1,506.44 hectares, a decrease of 30.8 hectares compared to Resolution No. 273/NQ-UBTVQH15.

The Standing Committee of the National Assembly assigns the Government to implement this Resolution in accordance with the provisions of law and take responsibility for the accuracy of data, forest land area, forested land and land for growing rice from two crops or more that need to change the purpose of use within the scope of the project.

The Government reports to the National Assembly on the implementation of this Resolution in the Report on the implementation of Resolution No. 44/2022/QH15 of the National Assembly on the investment policy for the North-South expressway construction project in the East for the 2021-2025 period.
