The Prime Minister re-emphasized the Central Committee's viewpoint at the recent 10th Conference: "Only discuss action, not retreat", in the context of the world situation with many complicated and difficult developments, we must work harder, be more active, accelerate, break through more, and be more determined.

The Prime Minister also stated that the spirit of the Central Government is decentralization and delegation of power along with resource allocation, strengthening the implementation capacity of all levels, and strengthening supervision and inspection.

At the same time, the thinking of law-making should be shifted from more management to both management and expansion of development space, especially innovation, encouraging innovation, strengthening supervision and inspection, eliminating bureaucracy, subsidies, and the mechanism of asking and granting...

To do so, according to the Prime Minister, administrative procedures must be reduced and decentralization and delegation of power must be stronger.

Prime Minister Pham Minh Chinh hopes that the National Assembly Party Delegation, the Government Party Committee and other agencies "have made efforts, must make more efforts, have been determined, must be more determined, have been resolute, must be resolute", creating breakthroughs in the coming time to bring the country into a new era - the era of national growth.

At the conference, delegates heard reports on a number of contents on preparing for the 8th Session; focused on reviewing and considering the progress and quality of the contents presented at the session.
