On the morning of April 24, with 477/477 delegates participating in the vote in favor, the National Assembly passed the Resolution of the First Session, 16th National Assembly.
The first session of the 16th National Assembly has completed all the contents and proposed programs with issues being considered and decided.
In which, the National Assembly decides on the organizational structure and elects and approves senior personnel of the state apparatus for the 16th National Assembly term.
The National Assembly acknowledged that the Government and the Prime Minister have proactively implemented special solutions on taxes and budget advances according to their authority to respond urgently, promptly, and effectively to the tense supply situation and increased import prices of gasoline and oil, in order to minimize negative impacts on production and business, stabilize the macroeconomy, control inflation, create confidence and stabilize the psychology of people and businesses.
The National Assembly requests the Government, the Prime Minister, ministries, branches, and localities to continue to tighten financial discipline and order; practice thorough thrift, resolutely cut unnecessary expenditures to increase investment expenditures for key projects, salary reform and social security expenditures; rationally exploit public debt and budget deficit to create resources for development investment.
Strengthen inspection and examination, and synchronously implement solutions to overcome waste, especially waste in the management and use of state budget, public assets, land, resources, and projects and works that are behind schedule and do not fully implement commitments.
Promote the responsibility of heads of ministries, branches, localities, units and strictly handle organizations and individuals who violate regulations, in accordance with Conclusion No. 18-KL/TW of the second Conference of the 14th Party Central Committee and the Law on Saving and Combating Wastefulness.

Through supervising the resolution of voters' petitions sent to the 10th session of the 15th National Assembly, the National Assembly highly appreciates the efforts of the Government, the Prime Minister, ministries, branches, and central agencies in resolving and responding to a large volume of voters' petitions.
The National Assembly requests the Government, the Prime Minister, ministries, branches, and central agencies to continue to pay attention to resolving and responding to voters' recommendations and proposals and recommendations of National Assembly deputies, thoroughly overcoming the shortcomings and limitations mentioned in the Supervision Results Report.
Urgently review and definitively resolve recommendations that are in the process of being processed, ensuring the correct roadmap and deadlines reported to voters.
Improve the quality of the work of building and inspecting legal normative documents, ensuring the consistency, feasibility, and effectiveness of the legal system; urgently implement the recommendations of the National Assembly Standing Committee in the Supervision Results Report.
Allowing the supplementation of salary reform funds from the central budget and local budgets from savings funds for supporting regular state budget activities (expenditures from salaries and operating expenses according to the provisions of law) in 2025 due to the arrangement of the organizational structure and implementation of 2-level local government.
