Continuing the program of the First Session, on the morning of April 24, with 478/487 delegates participating in the vote in favor, the 16th National Assembly passed the Resolution on the establishment of Dong Nai city.
The resolution just passed by the National Assembly clearly states the establishment of Dong Nai city on the basis of the entire natural area and population size of Dong Nai province.
This Resolution takes effect from April 30, 2026.
The National Assembly assigns the Government, People's Council, People's Committee of Dong Nai province (People's Council, People's Committee of Dong Nai City from the date this Resolution takes effect) and relevant agencies and organizations to arrange and consolidate the organizational structure of agencies and organizations in the locality according to regulations; stabilize the lives of local people, ensure the requirements of socio-economic development, national defense and security in the area.
Agencies, organizations, and units with names associated with the place name of Dong Nai province are renamed to operate under the name of Dong Nai city from the date this Resolution takes effect.
Documents and papers that have been issued and issued by competent agencies and titles before this Resolution takes effect but have not expired or have not expired their validity, shall continue to be applied and used according to the provisions of law until the expiration of the term or are amended, supplemented, replaced, abolished, canceled, and revoked by competent agencies and people.

Also from the date this Resolution takes effect, in addition to regimes and policies for centrally-run cities, specific mechanisms, regimes, and policies for Dong Nai province will continue to be implemented in Dong Nai city until the end of the application period or until a decision from a competent authority is issued.
In the report on receiving and explaining sent to the National Assembly deputies, the Government said that it will direct ministries and sectors to coordinate with the Dong Nai Provincial People's Committee to continue reviewing, evaluating, and proposing plans with specific roadmaps to effectively handle headquarters and public assets and consolidate the organizational structure in a streamlined, effective, and efficient direction, ensuring compliance with the urban government model.
This, according to the Government, is consistent with the model of urban government associated with the operation of 2-level local government, promoting the application of digital transformation and information technology to better meet the needs of local people.
Regarding improving the quality of cadres, civil servants, public employees and human resources when establishing the city, the Government will direct the People's Committee of Dong Nai province to coordinate with the Ministry of Home Affairs to study and clearly supplement in the plan to implement the National Assembly's Resolution, the National Assembly Standing Committee's content on training, fostering and deploying mechanisms and policies on attracting and valuing current talents to restructure and improve the quality of cadres and civil servants in newly formed commune-level urban administrative units.
