On February 7, the Politburo and the Secretariat organized a national conference to study, study, thoroughly grasp and implement the Resolution of the 14th Party Congress in a direct and online form, with the participation of more than 1.9 million delegates.

At the Conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Organization Committee Le Minh Hung exchanged views on the topic "Report summarizing Party building work for the XIII Congress term and summarizing 15 years of implementing the Party Charter (2011-2025); orientations, tasks, and solutions for Party building work and implementing the Party Charter for the XIV Congress term".
Mr. Le Minh Hung said that based on the Summary Report on 15 years of implementing the Party Charter of the 13th Central Executive Committee, the 14th Congress determined to supplement and amend the Party Charter along with supplementing and amending the Political Platform for building the country in the transitional period to socialism at the 15th Party Congress on the occasion of the 100th anniversary of the Party's establishment.
In which, clearly defining the viewpoints and principles for supplementing and amending the Party Charter, which are:
Ensuring the leadership of the Party, the principles of organization and operation of the Party, especially the principle of democratic centralism; steadfast in Marxism-Leninism, Ho Chi Minh ideology, theory on the renovation line; steadfast in the goal of national independence and socialism; steadfast in comprehensively and synchronously promoting the renovation process; synchronously with supplementing and amending the Political Platform and the Constitution.
Inheriting and maintaining the principled and essential contents of the Party.
The Party Charter should not be too detailed or specific. The contents in the regulations on the implementation of the Party Charter are clear and consistent with the overall organizational model of the political system and practice, so they should be studied for supplementation and amendment.
To implement this particularly important task, the Politburo will establish a Central Steering Committee for supplementing and amending the Party Charter, the composition includes Politburo members, Secretariat members, a number of Central Executive Committee members with a lot of experience in Party building and political system building working at agencies, units, and organizations at the Central level, Party committees directly under the Central Government and representatives of some large and special Party committees.
The content of supplementation and amendment focuses on a number of Chapters and Articles that have been specifically mentioned in the Report summarizing 15 years of implementing the Party Charter.
At the same time, focus on leading and directing the implementation of theoretical research, summarizing practice, and perfecting products with the highest quality when assigned tasks by the Central Government and the Steering Committee, and researching and participating responsibly in drafts when the Central Government and the Steering Committee send opinions to ensure quality and time as prescribed.
The Politburo has assigned the Central Organization Committee to preside over and coordinate with functional agencies to conduct research on limitations, problems, and inadequacies in the implementation of the Party Charter to advise on amending and supplementing the Regulations on the implementation of the Party Charter at the 2nd Central Conference and the Central Government's regulations and guidelines in 2026.
