Hong Bang District Party Committee, Hai Phong has just held a conference to implement the Resolution of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in Hai Phong City for the period 2023 - 2025 and the Decision to establish the Thuong Ly Ward Party Committee.
According to Resolution No. 1232/NQ-UBTVQH15 of the National Assembly Standing Committee, Hong Bang district adjusted the entire natural area and population size of Dai Ban, An Hong and An Hung communes of An Duong district to merge into Hong Bang district.
After the arrangement, the district established 3 wards: An Hong, An Hung, Dai Ban; merged the entire natural area and population size of Ha Ly ward of Trai Chuoi ward into Thuong Ly ward.
From January 1, 2025, Hong Bang district officially has 10 wards, including: Hoang Van Thu, Phan Boi Chau, Minh Khai, Thuong Ly, So Dau, Hung Vuong, Quan Toan, An Hong, An Hung, Dai Ban; an increase of 1 ward compared to the old administrative unit. The natural area increased from 14.42 km2 to 39.77 km2 (2.75 times) and the population increased from over 126,000 people to over 177,000 people (1.4 times). Hong Bang is one of the two districts of the city that has fulfilled all 3 criteria on the number of wards, area and population.
According to Mr. Le Ngoc Tru - Secretary of Hong Bang District Party Committee, the expansion of administrative boundaries and the arrangement of wards opens up new opportunities for the district to increase resources in terms of land, population, space, potential, and room for development. In preparation for January 1, 2025, the District People's Council and related wards are ready to prepare a plan to organize thematic meetings to decide on contents within their authority. The District People's Committee implements the plan, creating the most favorable conditions for organizations and individuals in changing seals, converting types of records and documents; in carrying out transactions with state agencies, especially in handling administrative procedures, ensuring the most open, fast, and convenient conditions to meet the legitimate and legal rights and interests of people and businesses.
On this occasion, the Chairman of the City People's Committee awarded certificates of merit to the People's Committee of Hong Bang District and 5 individuals with outstanding achievements in implementing the Project to expand the boundaries of Hong Bang District and rearrange wards; the Chairman of the People's Committee of Hong Bang District awarded certificates of merit to 10 collectives and 7 individuals.
Also at the conference, the Standing Committee of the District Party Committee announced the Decision to establish the Thuong Ly Ward Party Committee on the basis of merging the Party Committees of Ha Ly and Trai Chuoi wards into the Thuong Ly Ward Party Committee. After the merger, the Thuong Ly Ward Party Committee consists of 57 subordinate Party cells. The Standing Committee of the District Party Committee appointed Mr. Luu Trung Manh, member of the District Party Committee, Deputy Secretary of the Party Committee, Chairman of the Thuong Ly Ward People's Committee to hold the position of Secretary of the Thuong Ly Ward Party Committee after the merger.
