The National Housing Fund will operate non-profit to create low-cost housing

The National Housing Fund was established and operated non-profit-making with resources mainly from the budget to support the construction of social housing and low-cost housing.

On May 21, the National Assembly discussed in groups the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of social housing (NOXH).

Delegate Duong Khac Mai (Dak Nong Delegation) emphasized that developing social housing will solve the housing needs of low-income people and industrial park workers. This is an urgent requirement at present.

According to the Government's report, from 2021 to now, the whole country has about 657 social housing construction projects, with a scale of 597,152 units and currently has 103 completed projects with 66,755 units, 140 projects under construction with about 124,352 units, 414 projects have been approved for investment with a scale of about more than 406,045 units.

Thus, according to the delegate, so far only about 15% has been achieved, not reaching the target set for the period 2021-2025. From now until 2030, there is not much time left, while the number of apartments that need to be urgently completed is very large, about over 150,000 apartments/year.

On the other hand, in the context of the current streamlining of the apparatus and administrative unit, many cadres and civil servants in localities have to move to new units to perform tasks, the delegates approved the issuance of specific mechanisms and policies as stipulated in the draft resolution.

Agreeing with the establishment of the National Housing Fund, delegate Duong Khac Mai suggested that in managing and using the Fund, there must be strict regulations to ensure the mobilization, management and use of the Fund for the right purpose and efficiency.

Speaking, Central Party Committee member and Deputy Prime Minister Ho Duc Phoc said that the National Housing Fund is a non-budgetary fund established by the State, not coinciding with the task of spending the budget.

The capital of this fund is expected to be mobilized from many places such as the State budget; voluntary contributions from domestic and foreign investors or from organizations and individuals; revenue from the 20% land fund for social housing construction in commercial housing projects and other legal sources.

This fund is responsible for creating social housing and housing for young people without housing.

According to the Deputy Prime Minister, this fund will create affordable housing to ensure social housing, operating on the principle of preserving the fund, not for profit to create affordable housing.

First of all, the Deputy Prime Minister affirmed that this Fund does not significantly affect the management of fiscal policy.

Explaining that the National Housing Fund was assigned to the Ministry of Construction, not the Ministry of Finance, the Deputy Prime Minister said the nature of this fund was associated with the assists of social housing, under the management function of the Ministry of Construction.

This fund is responsible for investing in building low-cost houses, then selling them to subjects according to the provisions of law to recover money. This amount will then be used for investment, so the task will end when there are no subjects to serve.

The National Housing Fund will be available at the central and local levels. At the central level, the fund will be managed by the Ministry of Construction to build a number of projects, regulating localities that cannot balance their budgets.

In the locality, the Chairman of the Provincial People's Committee has the right to establish a fund and then assign it to the Department of Construction for management.

When the Prime Minister and Chairman of the Provincial People's Committee are competent to terminate the fund's operations. Therefore, it is expected that this fund will partly support the promotion of social housing and low-cost housing for low-income people and young people.
