The National Assembly Standing Committee has reviewed and approved the Resolution promulgating the Typical Working Regulations of the Provincial and Municipal People's Councils; Resolution promulgating the Typical Working Regulations of the People's Councils at the commune, ward and special zone levels.
According to the draft submission, the National Assembly has assigned the National Assembly Standing Committee to draft the Resolution in the Law on Organization of Local Government No. 72/2025/QH15.
Thereby, creating a synchronous and unified legal basis in the process of implementing the functions and tasks of the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council, the People's Council Delegation Group and the People's Council delegates at the provincial and commune levels nationwide.
This also aims to improve the quality and efficiency of the People's Council's activities in the context of organizing the implementation of the 2-level local government model.
Chairman of the National Assembly's Law and Justice Committee Hoang Thanh Tung said that the content of the draft Resolution is consistent with the Party's policies and guidelines on streamlining the apparatus of the political system and building a model of organizing local government at two levels.
At the same time, ensure the constitutionality, legality and no content contrary to the relevant international treaties to which the Socialist Republic of Vietnam is a member.
Mr. Hoang Thanh Tung suggested continuing to review and revise the regulations of draft Regulations to ensure consistency with the position, role and nature of each People's Council level, especially the People's Council at the commune level.
Regarding this content, Vice Chairwoman of the National Assembly Nguyen Thi Thanh suggested that the promulgation of 2 Resolutions should be accompanied by 2 regulations; at the same time, continue to review carefully because at the grassroots level, there is a great need, especially at the commune level with a new apparatus and new authority.
