On August 12, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung chaired a meeting on the situation of handling recommendations, difficulties, and obstacles of businesses in the fields of land, environment, mineral exploitation and material sources.
According to the Government Authority of Information and Communications, concluding the meeting, Deputy Prime Minister Ho Quoc Dung emphasized that in the coming time, there will continue to be working sessions to solve difficulties and recommendations of businesses.
The spirit is that issues that can be resolved immediately must be answered immediately; contents that need guidance must be specifically guided to localities to unify implementation methods; problems related to mechanisms and policies must be amended by decrees, circulars or laws.
The Deputy Prime Minister said that in the near future, laws related to agriculture and environment will be amended, including the Land Law. Therefore, the Ministry of Agriculture and Environment needs to fully absorb the opinions of associations and businesses at the meeting, especially issues related to land, to study and update them in the process of amending the Land Law or guiding decrees.
The Deputy Prime Minister also requested the Ministry of Agriculture and Environment to clearly identify inadequacies to study amendments in the Law on Environmental Protection, especially issues of circular economy, green economy, environmental impact assessment and related regulations and guidelines; when amending and supplementing policies, it must ensure easy-to-understand, easy-to-do, easy-to-implement requirements.
Not only answering but also finding ways to solve so that businesses can do it" is the consistent spirit emphasized by the Deputy Prime Minister. Accordingly, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to listen, be receptive, handle issues thoroughly, and truly remove difficulties for businesses.
With more than 1 million businesses making important contributions to the budget and GDP, businesses being congested and resources not being unlocked will directly affect growth targets.
Ministries and sectors need to determine that removing difficulties and obstacles for businesses is also contributing to promoting the development of the country and of the industry and sector they are in charge of.
Right in August 2026, continue to organize a working session to classify and specifically handle recommendations. Issues that are clear must be answered clearly, specifically affirming whether they can or cannot be resolved; issues that need guidance must be guided; contents that are still problematic must be handled and amended.
In the field of land, issues related to land unit prices, land price lists, adjustment coefficients, land rent, tax coercion, planning... need to be reviewed and handled.
In the field of environment, it is necessary to focus on removing obstacles related to community consultation, dredging procedures, seaport channel maintenance, scrap import deposits, circular economy, production and recycling.
Not avoiding, not pushing back" is the requirement the Deputy Prime Minister set for ministries and sectors, in which it is necessary to clearly identify which agency is responsible for the issue, clearly point out the responsible focal point and give specific answers, thereby creating trust for businesses.
Ministries and sectors must not allow the situation where administrative procedures and business conditions that have been cut are transformed into other regulations in the form of standards, regulations or sub-licenses, and must not "abandon this place but move to another place".
