On February 1 (the 4th day of Tet), Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, through Binh Duong province.
During the ceremony, Prime Minister Pham Minh Chinh witnessed the handover of the decision approving the results of selecting project investors and the decision approving the investment policy, and the project investment registration certificate of the People's Committee of Binh Duong province.
Prime Minister Pham Minh Chinh presented gifts to people in the project area and joined delegates in the groundbreaking ceremony of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project.
Speaking at the ceremony, Prime Minister Pham Minh Chinh assessed that Binh Duong province celebrated spring and the Party by starting the project, demonstrating the spirit of urgent and effective work.
According to the Prime Minister, Binh Duong province will contribute to the country's overall achievements in 2024, including budget contributions and foreign investment attraction. Binh Duong is also one of the provinces that has strongly implemented digital transformation.
Prime Minister Pham Minh Chinh requested Binh Duong province to continue promoting its tradition of proactiveness and creativity, making breakthroughs in infrastructure development, and connecting provinces in the region together.
According to the Prime Minister, Binh Duong holds an important position in developing infrastructure connecting the Southeast region. Binh Duong needs to be a pioneer in implementing regional planning and developing regional transport infrastructure.
Regarding the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, Prime Minister Pham Minh Chinh said that this road is not only meaningful to Binh Duong province, but also very important to Binh Phuoc province and the Central Highlands provinces; it can help develop the economy and society.
The Prime Minister requested Binh Duong province to re-examine new procedures and regulations to implement them properly and prevent negativity when implementing the project.
Regarding progress, the Prime Minister requested to shorten the construction time of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway. At the same time, take advantage of favorable terrain, time and land that people have handed over to speed up construction; strive to shorten the construction time, completing 52km in 2026.
The Prime Minister also requested to inspect, urge, and resettle people, with the spirit that it must be done so that people have a new place to live that is better than their old place.
Contractors must perform seriously, ensure the set schedule; implement the project in accordance with the law, regulations, and without negativity.
The Prime Minister also directed Ho Chi Minh City to immediately start implementing the 3km connecting section to the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, so that this expressway can connect with important traffic routes in Ho Chi Minh City.
For Binh Phuoc province, the Prime Minister directed the province not to wait or rely on others, but to proactively start implementing the 7km section through the province, to be completed in 2025.
In addition, the Prime Minister also requested that Binh Phuoc and Dak Nong provinces complete procedures in the first quarter of 2025 to implement the investment project of the expressway connecting Dak Nong with Chon Thanh, Binh Phuoc, thereby creating a smooth connection axis with the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway.
According to the Prime Minister, people are looking forward to the project, so provinces, ministries and branches urgently implement the project; do the best, as quickly as possible.
