Decree No. 320/2026/ND-CP amending and supplementing a number of articles of Decree No. 69/2024/ND-CP of the Government regulating electronic identification and authentication, takes effect from September 28, 2026.
Decree No. 320/2026/ND-CP supplements new content related to social security benefit accounts into the electronic identification system. Accordingly, for the first time, regulations on social security benefit accounts on the national identification application (VNeID) are regulated, and at the same time, the form of payment of support, pensions and social security benefits through this account is determined.
According to Article 1 of Decree 320/2026/ND-CP, social security benefit accounts are identified as identification information on VNeID, allowing electronic identity subjects to integrate a payment account, electronic wallet or mobile money account to receive money related to social security policies.
The amounts that can be received include: support money, pensions, social security payments and other legal funds.
Vietnam Social Security noted that this account is not an independent bank account, but VNeID plays the role of an identification platform, where people can integrate their payment accounts, e-wallets or mobile money accounts to serve the purpose of receiving money.
The mechanism for using social security benefit accounts is specifically regulated in Clause 9, Article 9 of Decree No. 69/2024/ND-CP, amended and supplemented by Article 5 of Decree No. 320/2026/ND-CP.
According to new regulations, state agencies, political organizations, socio-political organizations can pay support, pensions, social security and other legal funds from the state budget in the form of transfers to social security benefit accounts on VNeID.
Using social security benefits accounts does not mean that all citizens are required to receive money immediately according to this method.
In case the beneficiary has not created a social security benefit account and does not have a written authorization to receive it, the social security contribution is still paid in other forms according to current regulations.
This regulation creates flexibility in the implementation process, especially for those who do not have the conditions to use digital payment methods or have not completed account integration on VNeID.
In addition to expenditures from the state budget, Decree No. 320/2026/ND-CP also encourages agencies, organizations, and individuals to pay charity support money or other legal funds without sources from the state budget through social security benefits accounts on VNeID.
An important requirement is that each agency, organization, and individual is only allowed to integrate one of three types of accounts including payment accounts, e-wallets, or mobile money accounts to enjoy social security benefits.
The integrated account must be the original account and have information matching the information in the electronic identification account - to ensure that money is transferred to the right beneficiaries, limiting the risk of confusion, forgery or taking advantage of identification information to receive money.
Thus, from September 28, when the regulation takes effect, people eligible for support, pensions and social security policies can proactively create social security accounts on VNeID and integrate appropriate accounts to receive money.
