The Government has just issued Decree No. 326/2026/ND-CP dated August 19, 2026, regulating the identification of locations.
The Decree clearly states the principles for identifying locations. Accordingly, each location has only one unique identification code, complies with a unified structure nationwide, ensuring continuity and stability, and no duplication throughout the system.
For types of objects with structures along the length adjacent along traffic roads and can approach objects from any location along that traffic road section, the method of assigning location identification to the object applies as for traffic roads, accordingly, the object's location will include the starting point address, the ending point address, the address at intersections, intersections on the route or intersections with provincial-level administrative boundaries.
The identification of locations and issuance of location identification codes are carried out based on data from national databases and specialized databases, ensuring inheritance, synchronization, and unity; not replacing the state management functions of agencies as prescribed by law.
The location identification code after being created, attaching a unique code to a specific object must have long-term stability. The location identification code is a 12-digit natural number sequence established by the location identification database.
Each location is attached with a separate, non-duplicated identification code, ensuring stability, expansion and the ability to link, integrate, connect, share, and exploit information in the national database and specialized database.
State agencies assigned to manage specialized subjects in the list of location identification or agencies managing national databases, specialized databases containing original data on the formation, existence, and fluctuation of subjects are responsible for presiding over reviewing, standardizing, collecting data, and synchronizing data on the location identification database to implement the issuance of location identification codes.
Subjects and methods of information exploitation in the location identification database are specified as follows:
- Organizations and individuals are allowed to publicly exploit data on location identification on the national identification application (VNeID);
- State agencies, political organizations, socio-political organizations are allowed to exploit information in the Location Identification Database to perform functions and tasks through the national data sharing and coordination platform, electronic identification and authentication platform and other integrated and data sharing platforms in accordance with the law on management, connection and sharing of digital data of state agencies;
- Organizations and individuals are allowed to exploit their information in the Location Identification Database through the national identification application.
Location identification is the activity of collecting, creating data and issuing identification codes to a location to distinguish this location from another.
Subjects designated as locations are land plots, architectural works, construction works, construction structures, geographical designations or any physical structures and other subjects specified in the Appendix attached to this Decree.
The location identification management agency is the agency assigned by the Ministry of Public Security to perform the task of building and managing the location identification database.
