The Prime Minister highly appreciated Da Nang's tradition of innovation and creativity, and pointed out that the city's potential for socio-economic development has not been fully exploited. In the context of Vietnam aiming to build a free trade nation, Da Nang is identified as a locality that "leads the way". The Prime Minister emphasized the spirit of "dare to think, dare to do, dare to take responsibility" and requested Da Nang to achieve double-digit growth in the coming years.

The Prime Minister requested ministries, sectors and Da Nang to focus on the following tasks: Strengthening coordination, information sharing, and perfecting operating regulations. Ministries and sectors must complete their tasks on time and support Da Nang in overcoming difficulties.
Da Nang City needs to be proactive and decisive, issue legal documents, propose new mechanisms, and form three new development drivers: Innovation Center, Free Trade Zone, and Regional Financial Center.

Da Nang proposes to establish a Free Trade Zone. The Prime Minister directed relevant parties to urgently complete legal procedures and appraise documents to submit a decision on establishment before February 28, 2025. At the same time, specific policies for the free trade zone will continue to be studied and evaluated to ensure competitiveness.
Regarding the Lien Chieu port project, the Prime Minister agreed to call for overall investment, select strategic investors, and ensure the port meets green standards and international transit. The outstanding issues related to the old investor will be resolved before January 15, 2025.
In addition, Da Nang is also required to review and adjust the city's planning in accordance with regulations, ensuring publicity and transparency.
