The Prime Minister assigned the People's Committee of Da Nang City to carry out procedures for approving investors according to the provisions of Point d, Clause 7, Article 29, Decree No. 31/2021/ND-CP (amended at Point c, Clause 2, Article 68, Decree No. 115/2024/ND-CP).
The project area is over 400 hectares. The project objective is to invest in construction and business of industrial park infrastructure.
Regarding the project's investment capital, the Prime Minister assigned Da Nang to direct the Management Board of Da Nang High-Tech Park and Industrial Parks to coordinate with relevant agencies to determine the total investment of the Project, ensuring compliance with the Project's land use scale and construction law regulations. The project's operating period is 50 years from the date the State leases the land.
Project implementation location: Hoa Ninh commune, Hoa Vang district, Da Nang city; Project implementation progress: no more than 42 months from the date of land handover by the State.
Regarding incentives, investment support and applicable conditions will be implemented according to current law provisions.
The Prime Minister assigned the Ministry of Planning and Investment to be responsible for the assigned contents of project investment policy appraisal and to perform state management of industrial parks in accordance with the provisions of the law on investment and relevant laws.
Relevant Ministries are responsible for the content of project investment policy appraisal within their functions and tasks according to the provisions of the law on investment and relevant laws.
The Prime Minister assigned the People's Committee of Da Nang City to be responsible for the truthfulness and accuracy of the information, reported data and appraisal contents according to the provisions of law; adjust the zoning plan for the construction of Hoa Ninh Industrial Park to ensure that the ratio of traffic land in the land use structure of the project complies with the National Technical Regulations on planning; and receive comments from the Ministries.
Da Nang City attracts investment projects in Hoa Ninh Industrial Park in line with the orientation of focusing on developing industries in the North Central and Central Coast regions; Ensure that the project is included in the land allocation and zoning plan in the Da Nang City Planning approved by competent authorities in accordance with the provisions of the law on planning and land law; and is allocated enough industrial park land to implement according to the approved schedule.
The decision also clearly states: The selected investor is required, during the project implementation process, to report to the competent state agency for settlement in accordance with regulations if it discovers minerals with higher value than minerals used as common construction materials...
This decision also specifically states that Da Nang must be responsible for checking and determining that the selected investor meets the conditions for the State to lease land, allow the change of land use purpose at the time of land lease, allow the change of land use purpose; closely monitor the progress of project implementation, the use of the owner's capital contribution as committed to implement the project, and the satisfaction of all conditions for organizations when doing real estate business according to regulations.
Currently, Da Nang has 6 industrial parks with an area of about 1,100 hectares, 1 high-tech park of about 1,128 hectares and 1 concentrated information technology park of about 130 hectares, with a total area of more than 2,300 hectares of industrial land. However, up to now, the land in the industrial parks has been filled 88%, leaving only Lien Chieu industrial park and Hoa Cam industrial park phase 1 with about 70 hectares of vacant industrial land to call for investors.
