Particularly for the Department of Foreign Affairs, the Department of Foreign Affairs of Ho Chi Minh City is under the Ministry of Foreign Affairs, while the Department of Foreign Affairs of Ba Ria - Vung Tau Province and Binh Duong Province are under the People's Committee of the two provinces. After merging, the new Department of Foreign Affairs of Ho Chi Minh City will under the Ministry of Foreign Affairs.
After the merger, Ho Chi Minh City has only 15 specialized agencies including: Office of Ho Chi Minh City People's Committee, Department of Justice, Department of Home Affairs, Department of Finance, Department of Industry and Trade, Department of Construction, Department of Agriculture and Environment, Department of Culture and Sports, Department of Tourism, Department of Health, Department of Education and Training, Department of Science and Technology, Department of Ethnic Minority and Religion, Ho Chi Minh City Inspectorate and Food Safety Department.
