The Steering Committee for the arrangement and consolidation of administrative units in Ba Ria - Vung Tau province, Binh Duong province, and Ho Chi Minh City (Steering Committee) has just issued a plan to develop and implement the project to arrange and consolidate 3 provinces and cities.
Currently, Ho Chi Minh City has completed and submitted to the Government the project to merge the three localities.
According to the plan, the Vietnam Fatherland Front Committee of Ho Chi Minh City is assigned to preside over and coordinate with the Vietnam Fatherland Front Committees of Binh Duong, Ba Ria - Vung Tau provinces and relevant agencies to develop a project to streamline the apparatus, to be completed before July 31, 2025.
Along with that, the Party Committee of the Party Agency in 3 localities urgently complete the plan to reorganize the People's Councils at all levels in accordance with the orientation of the Politburo's Conclusion No. 137, in accordance with the current and upcoming terms of delegates. The completion period before May 30, 2025.
The key issue of the reorganization process is to ensure the new apparatus operates smoothly, without interrupting public services. The Steering Committee requires localities to complete the work of arranging personnel, facilities and working equipment for Party agencies, authorities, and the Fatherland Front at the commune level before June 30, 2025.
At the same time, the Party Committee of the Ho Chi Minh City People's Committee will coordinate with the two provinces to conduct a comprehensive assessment and hand over administrative units of wards, communes and towns. The statistics and evaluation of the staff, civil servants and public employees to develop a personnel arrangement plan must also be completed before June 15, 2025.
Regarding finance and infrastructure, in June 2025, localities must synthesize and review all assets, finances, and offices of departments, branches, and sectors to propose appropriate arrangement plans after the merger. An equally important part is to compile a list of legal documents, policies and current mechanisms to provide unified guidance after the merger.
Notably, in May 2025, construction works under construction in all three provinces must be reviewed, supervised, ensure progress and comply with settlement regulations. In June, statistics on apartment buildings and social housing will also be conducted to develop a management plan according to the new authority.

Building a synchronous administrative procedure settlement system
A key requirement in the arrangement is to ensure that the administrative procedure settlement system in the electronic environment operates stably and smoothly.
Before July 30, 2025, Ho Chi Minh City will complete the electronic information system to serve the reception and processing of administrative records, ensuring connection and data connection with national and specialized databases.
The Provincial Party Committee Office of the three localities is also assigned to compile statistics on all assets, means, and equipment of advisory agencies, newspapers, political schools, etc. before May 30, 2025.
After that, in June, the Party Committee's finances will be compiled, and in July, the file digitization will be completed, all related documents will be handed over and stored.
Preparing personnel for the apparatus after the reorganization
Along with the reorganization of the structure, the Steering Committee also requested Ho Chi Minh City to coordinate with the two provinces to develop personnel plans for the Executive Committee of the City Party Committee, the Standing Committee of the City Party Committee and the Party Committee of the Party Committee after the merger. The preparation will be carried out in June 2025 and submitted to the Politburo for consideration and appointment of key leadership for the 2020-2025 term.
Immediately after the appointment decision, the work of assigning and arranging key positions will be implemented, ensuring continuity and efficiency in the operation of the political system.
Before June 30, 2025, the Party agencies of the three provinces must also complete the preparation of personnel for Party committees, standing committees, Secretaries, Deputy Secretaries, Inspection Committees, etc. At the same time, perfect the organization of specialized agencies to advise and assist the Party Committee.
By August 30, 2025, the Ho Chi Minh City People's Committee will work with the two provinces to complete the organization of the apparatus of specialized agencies under the new City People's Committee, including the arrangement of personnel, headquarters, equipment and policy settlement for current cadres.
Ensuring the new apparatus operates stably
Another important requirement is to ensure that the process of converting administrative units does not affect the legal and administrative rights of people and organizations.
Before July 31, 2025, the Steering Committee will issue instructions for localities to hand over judicial records, manage civil status, and convert documents related to organizations and individuals.
In August 2025, the work of guiding and standardizing administrative procedures and working processes at new units will be completed. The necessary infrastructure and technical conditions will also be prepared synchronously for the new government system to operate stably and effectively.
