On May 22, the National Assembly discussed the draft Law on Inspection (amended). At the end of the discussion session, the Government Inspector General (GIA) Doan Hong Phong explained and clarified a number of issues raised by National Assembly deputies.
Regarding inspection agencies, the General Confederation of Labor said that the majority of delegates agreed with the regulation of the inspection agency system in the draft law.
Some opinions suggested clarifying regulations on the regulation of organizing inspections in the People's Public Security, the People's Army, and the State Bank.
Regarding this content, Hong Phong Group Joint Stock Company stated 3 reasons. First, Conclusion No. 134 of the Politburo and the Secretariat did not mention the end of the activities of the above inspection agencies.
Second, the draft law inherits the provisions of the 2022 Inspection Law.
Third, in accordance with the specific characteristics and organizational models of the vertical sectors of the Public Security, the Army, and the State Bank.
The General Corporation also said that according to Conclusion 134, agencies that are no longer inspected should conduct specialized inspections according to the provisions of law.
Institutionalizing this policy, the draft law stipulates that heads of State management agencies are responsible for organizing inspections of compliance with policies and laws of agencies, organizations and individuals under state management.
To create sufficient legal conditions, the draft law has assigned the Government to regulate inspection activities in sectors and fields.
Regarding the handling of overlap and overlap in inspection activities, the General Corporation said that the draft law has provisions to handle overlap and overlap in inspection activities with state audit activities.
It clearly stipulates that "When conducting inspection and State Audit activities, if overlapping or overlapping are discovered, the inspection agency shall coordinate with the State Audit agency to handle and ensure that a content of activities of an organization or individual is only the subject of an inspection agency or State Audit agency".

Regarding the budget allocated to inspection agencies, according to the provisions of the Law on Inspection 2022, inspection agencies are allowed to deduct a part of the recovered funds discovered through inspection after submitting them to the state budget according to the regulations of the National Assembly Standing Committee.
The draft law stipulates in the direction of inheriting current regulations because there are no problems and the implementation is stable.
