On the morning of November 26, the National Assembly discussed in the hall the results of monitoring the settlement of voters' petitions.
Speaking, delegate Nguyen Thi Viet Nga (Hai Duong delegation) said that the settlement and response to voters' petitions are increasingly receiving attention from competent authorities and ministries.
Ministries and branches have actively reviewed, researched, and responded to voters' recommendations on areas under their authority.
Many voters' petitions have been resolved, meeting their thoughts and aspirations, creating more trust between voters and people in the State.
According to the delegate, voters requested to soon resolve the social insurance regime for individual business owners who have paid social insurance.
At the 5th session, the 15th National Assembly assigned tasks to the labor, war invalids and social affairs sector in 2023, directing the review, complete statistics, and complete resolution of problems with individual business owners who have participated in compulsory social insurance, cases of social insurance collection and payment not in accordance with regulations, ensuring the rights of social insurance participants.
At the same time, proactively review to promptly detect and propose solutions to handle and resolve arising cases that are not regulated by social insurance laws.
Continuing, at the 7th Session, the Government was assigned to submit to the National Assembly Standing Committee a record of the compulsory social insurance payment period of business household owners who participated before the effective date of the Social Insurance Law 2024 as a basis for resolving the social insurance regime according to the provisions of the law on social insurance and Resolution No. 100/2023 of the National Assembly.
Thus, this content has been included in the Resolution by the National Assembly, assigned the task of implementation; voters have also made many recommendations and waited for it to be considered and resolved.
Therefore, the delegates proposed that the Government and the Ministry of Labor, War Invalids and Social Affairs quickly advise and submit to the National Assembly Standing Committee a draft resolution recording the mandatory social insurance payment period of business household owners.
At the same time, there is a document with specific instructions on how to pay insurance benefits to individual business owners who have participated in social insurance to ensure their rights.
Delegate Tran Van Sau (Dong Thap Delegation) said that, in addition to the achievements, there are cases in which responding to and resolving voters' petitions needs to be evaluated more carefully. Through monitoring, the delegate found that the responses were timely, but the resolution of many issues was slow.
The delegate also reiterated a number of recommendations that have been accepted by ministries and branches. Although many solutions have been implemented, changes are slow, so voters are still frustrated and continue to make recommendations.
There are cases where ministries and branches do not agree on the authority to resolve the issue, causing the issue to drag on for a long time, directly affecting production and people's lives.
The delegate gave examples of some projects such as the N2 highway, the investment project to build Cao Lanh bridge, Vam Cong bridge and the connecting road between the two bridges in Dong Thap that have been put into use but still have problems that cause public outrage.
According to the delegate, for the past 8 years we have been struggling to make recommendations and respond to recommendations back and forth between ministries and branches, while people living at key traffic intersections have had to endure and wait in a situation where land cannot be used for production, houses cannot be repaired or rebuilt, and travel cannot be done due to barriers.
