This content is stated in Decision No. 11/QD-BCĐCP on the 2026 operating plan of the Government Steering Committee for Science, Technology, Innovation, Digital Transformation and Project 06.
The important task mentioned is to digitally transform state administrative agencies. Regarding infrastructure, platforms, and digital data: Expand 5G coverage to 70% of the population. 100% of commune-level officials, civil servants, and public employees are equipped with equipment to meet work requirements and have personal digital signatures to solve work in the electronic environment.
100% of work files at state administrative agencies are processed on the electronic environment (for files within the scope of state secrets, it is promoted to process on the system/network in accordance with the provisions of law on protection of state secrets) and use specialized public service digital signatures to solve work; the rate of documents and work files at state administrative agencies being processed on the electronic environment reaches 80% at the ministerial level, 70% at the provincial level, and 70% at the commune level.
Regarding administrative procedures (TTHC) and online public services: The proportion of TTHCs providing online public services (DVC) on the total number of eligible TTHCs under the management scope and functions of Ministries and agencies (including TTHCs implemented at the provincial and commune levels) reaches at least 80%.
The rate of administrative procedures providing full online DVCS on the total number of administrative procedures that meet the conditions assigned by regulations or detailed regulations in legal normative documents of all levels of government in provinces and centrally-run cities reaches at least 80%.
At least 80% of information, papers, and documents in administrative procedures related to production and business must be provided only once to state agencies. 100% of administrative procedures are carried out regardless of administrative boundaries within the provincial level.
Regarding the development of digital skills in public service performance: 100% of cadres, civil servants, and public employees are trained and fostered in digital skills. 50% of cadres, civil servants, and public employees holding full-time positions in information technology and digital transformation of ministries, branches, and localities are trained and fostered in data management.
Regarding digital economy: 100% of eligible TTHCs related to businesses are provided with online DVCs.
Regarding digital society: The percentage of people and businesses satisfied with using online DVC reaches at least 95%; deploying free digital signatures for all people on the VNeID application.
Promote the commercialization of strategic technology products. Successfully commercialize at least 5 products in the strategic technology portfolio (Semiconductor chips, 5G network equipment, industrial robots, artificial intelligence, UAVs...); allocate at least 15% of the state budget for scientific careers to serve strategic technology research and development.
Forming at least 9 shared infrastructures such as laboratories, research and development centers, testing/evaluation/certification facilities... serving strategic technology development.
Organize at least 3 practical testing spaces (sandboxes) in localities including Hanoi, Da Nang and Ho Chi Minh City; ensure that each locality has at least 1 space, to test, evaluate, complete and receive research results, products, and new solutions.
At the same time, ensuring specific testing locations, appropriate testing data and mechanisms for receiving, recognizing, and transferring results into management, production, and business practices; promoting science and technology, innovation, and digital transformation enterprises to deduct from the Science and Technology Development Fund (up to 20% of taxable income each year).
