On March 1st, according to the Government Electronic Information Portal, right in March 2026, Minister of Home Affairs Do Thanh Binh directed units to focus on implementing key tasks, including many contents related to arranging and consolidating public non-business units and tasks on salary reform, allowances, and subsidies.
Accordingly, deploying the tasks for March 2026, Minister of Home Affairs Do Thanh Binh has just requested units to continue to advise competent authorities, guide localities to remove some obstacles and difficulties of the 2-level local government model that still exists.
The head of the Ministry of Home Affairs requested to continue to focus on implementing tasks in salary reform, allowances, and subsidies to ensure appropriateness and synchronization according to the 2-level local government model.
Research policies and mechanisms to support job creation for workers; and at the same time review and advise to amend and supplement a number of articles of the Employment Law.
The Party Central Committee recently also issued an Action Program to implement the Resolution of the 14th Party Congress.
In the lists of tasks, projects, schemes, and important works for the period 2026-2030, vision to 2045, it is also clearly stated the content of strong innovation in personnel work, related to salary reform.
Most recently, according to the Key State Administrative Reform Plan for the period 2026-2030 just signed and promulgated by the Prime Minister in mid-February 2026, the Government assigned the task of reviewing, building and completing job positions suitable to the functions and tasks of each agency, unit, and organization as a basis for recruiting, appointing, and using cadres, civil servants, and public employees.
Reforming the salary and bonus regime and diversifying preferential policies for cadres, civil servants, and public employees.
Also in the decision, the Prime Minister assigned the Ministry of Home Affairs to take the lead in coordinating with relevant ministries and sectors to build a reform of salary and bonus regimes and diversify preferential policies for cadres, civil servants, and public employees in 2026.
According to the direction of central salary reform clearly stated in Resolution 27-NQ/TW of 2018 of the Central Executive Committee, the whole country will build and promulgate a new salary scale system according to job positions, titles and leadership positions to replace the current salary scale system; transfer old salaries to new salaries, ensuring not lower than the current salary.
Accordingly, the entire system will have 5 salary scales, including:
- 1 position salary scale applied to cadres, civil servants, and public employees holding leadership positions (elected and appointed) in the apparatus from the Central to commune levels.
- 1 professional and nghiệp vụ salary scale according to civil servant ranks and professional titles of public employees applied generally to civil servants and public employees who do not hold leadership positions.
- 3 salary scales for the armed forces, including: 1 salary scale for army officers, officers, non-commissioned police officers (according to position, title and military rank or rank); 1 salary scale for professional soldiers, police technical specialists and 1 salary scale for national defense workers, police workers (in which the salary correlation of the armed forces compared to administrative civil servants as at present is maintained).
Also according to Resolution 27, the new salary structure includes: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund).
