On behalf of the Politburo, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 56-KL/TW of the Politburo on continuing to implement Directive No. 48-CT/TW, dated October 22, 2010 of the 10th Politburo on strengthening the Party's leadership in crime prevention and control in the new situation, contributing to building a disciplined, safe, civilized, harmonious, and developed society.
Conclusion No. 56-KL/TW requires clearly defining crime prevention and control, ensuring security and order as a key, urgent, regular, and long-term task; it is the responsibility of Party committees and authorities at all levels, the entire political system and the whole society.
Early identification, correct forecasting of developments, trends and methods, and tricks of criminal activities. Strongly shifting from coping and handling thinking to proactively preventing and managing risks, closely combining with drastic struggle, strictly and in accordance with legal regulations handling all criminal acts.
Sustainably reduce crimes; build and replicate areas without crime. Promote the leading and core role of the People's Police force. Improve the effectiveness of inter-sectoral and inter-local coordination.
Strengthen inspection, examination, supervision, and strictly handle violations in organization and implementation, ensuring that all guidelines and policies on crime prevention and control are organized and implemented seriously, synchronously, and uniformly from the Central to the grassroots level.
Promptly review, amend, and improve policies and laws on crime prevention and control, ensuring synchronization, unity, and conformity with practice and international law.
Research into applying stricter criminal policies and sanctions to crimes related to the environment, food safety, and acts of harming public health.
Amend criminal policies in the economic and technology sectors in the direction of reducing prison sentences, increasing economic sanctions, and encouraging investment in resources for economic development.
Implement synchronously preventive measures from early, remote, and from the grassroots level. Review and fundamentally resolve the causes and conditions of crime and law violations. Improve the effectiveness and efficiency of management of key areas and areas of security and order.
Grasp the situation, proactively identify and strategically forecast, especially about types of crimes and violations of the law that may arise in new development spaces and fields.
Organize a general review of subjects, organizations, lines, gangs, points, and complex crime hotspots to fight and eradicate them from the root. Effectively control the conditions for corruption, wastefulness, and negativity to arise, especially in key, important, and newly potentially high-risk areas.
Receive and resolve information about crimes promptly, effectively, and in accordance with the law; investigate, prosecute, try, and enforce judgments professionally, modernly, and strictly, without wrongful convictions, without letting criminals escape, without hindering the development, investment, production, and business activities. Pay attention to the work of recovering assets obtained from crimes.
Continue to consolidate the organizational structure of state management agencies and specialized forces on security and order to ensure sophistication, streamlining, effectiveness, and efficiency, in accordance with the 3-level government organization and new development space; prioritize grassroots areas.
Build a contingent of cadres with firm political bravery, bright moral qualities, proficiency in professional skills, foreign languages, information technology and science and technology, meeting the requirements of crime prevention and control tasks in the new situation.
